This is a SOURCES SOUGHT NOTICE - This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. No contract will be awarded as a result of this Sources Sought announcement. The Department of Veterans Affairs (VA), Network

Contracting Office (NCO 21) is soliciting information from qualified Small Business sources, the results of this announcement will be evaluated to determine if at least two VOSB sources are capable of performing the proposed work. The Department of Veterans Affairs (VA), Network Contracting

Office (NCO 21) seeks responses from Small Business Vendors that possess the capability and experience required for the services summarized below. The following general description outlines contractor requirements.

Summary of Space and Occupancy Software Management System

The contractor shall provide and host a space and occupancy software tool as a service for the use of the

SFVAHCS. The SFVAHCS has approximately 1 Million total gross square feet in its capital assets inventory and an accurate set of architectural floor plans in AutoCAD which will be provided to the contractor. These floor plans include room numbers, Room Square footage, Room Function and Ceiling

Height. The floor plans have been hatched to indicate department ownership. A separate Microsoft

Access database holds information including occupant names. The contractor shall input all such available data into the space and occupancy software. The contractor shall provide for access three (3) users to include one super user. Preference will be given to ability to ability to integrate with Revit in addition the minimum requirement for AutoCAD compatibility. Preference will also be given to addition of mobile platform functionality.

The contractor shall format existing current AutoCAD files as required to input into Space and management tool. The contractor shall upload AutoCAD drawings and populate the room data with:

existing current room function, room square footage, room number, ceiling height, department/service ownership, occupant, and capital asset inventory (CAI) space driver.

The web based space and management tool shall have a password protected method of accessing to secure

VA owned information. The web based space and management tool shall have an easy to use graphical user interface. The web based space and management tool shall hold a library of drawings which can be marked up in the program. The web based space and management tool shall at least maintain the following information which can be searched, graphically displayed on the plans and queried by room through the floor plan: room number, room function, room square footage, ceiling height, department, CAI space driver and occupant. The web based space and management tool drawings and data shall be exportable. The exports will be in the form of spreadsheets, reports or graphical plans with appropriate legends. Graphical plans shall include service distribution map. CAI space drivers shall follow current

VA reporting categories and shall be reportable following a building > Floor > CAI space driver category.

Respondents shall provide detailed information as to how they are qualified to perform this work. In addition, respondents are requested to submit the following information: (1) Name of Organization, (2)

Address + Zip Code, (3) Telephone number, (4) current GSA contract number, (5) Business status:

(SDVOSB or VOSB only) (6) Point(s) of contact, (7) e-mail address, (8) DUNS number, (9) number of years’ experience in providing this service, (10) current and/or past performance references that identify the contract/order number, customer, contract value, period of performance, prime or subcontract, and a brief description of services provided under the contract/order number.

Interested vendors shall notify the Contracting Officer of pending changes in business status.

Respondents will not be notified of the results. Based on the responses received, the Contracting Officer reserves the right to determine the set-aside status. No reimbursement will be made for any cost associated with providing information in response to this solicitation. All responses must be submitted by e-mail to the point of contact identified below; no other method of transmittal will be accepted.

Responses to this Sources Sought Notice shall be e-mailed to the Contracting Officer, Jason Hill, at

Jason.hill@va.gov . Responses must be received no later than 2:00 PM PST on August 27, 2018.

Failure to submit all information requested will result in a contractor not being considered as an interested business.
