3. The Quality Assurance Surveillance Plans (QASPs) are attached.
4. Answers are provided to questions received.
5. The evaluation criteria are amended.
QUESTIONS AND ANSWERS
Question 1: Will the Government please provide the times of the day required for the Call Pager on-duty hours?
Answer 1: On-call hours are the hours outside of regular business hours. Please see the revised PWSs for each labor category that defines the regular business hours.
Question 2: Is the Call Pager hours requirement specific to each of the specialty positions (ie Magnetic Resonance Imaging Technologist can only cover the Pager hours of that position?) or will all 5 specialty positions combined cover the total number of Call Pager hours?
Answer 2: The on-call pager hours are specific to each of the specialty positions. Please note the changes to the revised pricing worksheet.
Question 3: Given the hours of 2088 per position, are the positions required to have coverage when a Technician is out for Vacation, Sick Day, etc?
Answer 3: No, coverage is not required if the technician is out on sick leave for less than 3 days. However, please note the PWS requirement that if leave is longer than 3 days, then the contractor shall provide a qualified replacement.
Question 4: Will the government consider adding Level 2 & 3 hospital experience to the existing Level 1 requirement?
Answer 4: No.
Question 5: Will the Government consider changing the years of experience required from 5 years to 2 years?
Answer 5: No.
Question 6: Will the Government please tell us what type of Basic Cardia Life Support (BCLS) is allowed? ie American Heart Association, American Red Cross, etc.
Answer 6: Any BCLS certification is permitted.
Question 7: Will the Government please define the On-Call hours and/or provide a sample schedule?
Answer 7: On-call hours are the hours outside of regular business hours, and they vary for each position. Please see the revised PWSs.
Question 8: Will the Government please provide a copy of the QASP referenced in the PWS?
Answer 8: The QASPS are added with this amendment.
Question 9: Block 20 of the 1449 references "two one year ordering periods" but Section B.3 only reflects one. Please clarify.
Answer 9: That is a typo. The requirement is for one, one year ordering period.
Question 10. Para B.3 Price Schedule references aggregate value of $5M. I assume that is for each period so if the order is for two one year periods the aggregate will be for $10M. Please clarify.
Answer 10: No, the ceiling for the resulting contract will be $5M. Please the Government has chosen an Indefinite Delivery Indefinite Quantity contract, because it cannot say with any degree of certainty the exact number of hours of service required. The ceiling of $5M represents some amount higher than the anticipated value based on the estimated quantities to allow room for additional quantities over the estimates should the need be greater than anticipated over the next year.
Question 11: Page 9,81, 105 Para 2d Page 33,57, para 2c - Probationary Period. What are the implications if they pass the probationary period? With the California labor laws, I would recommend that this para be deleted. The VA always has the option throughout the contract to dismiss someone if they are not able to do the job. Reference page 10, para 2.1.3.6. Please clarify.
Answer 11: The Government will consider revising that language in the future in consultation with human resources. In the meantime, the language will remain unchanged.
Question 12: Page 10,35, 60, 84,108 para 2.1.7.2 - What are the OSHA requirements and VAMC memorandums that we need to track?
Answer 12: These sections in the PWS have been revised to indicate OSHA, Joint Commission, and CDC. Reference to VAMC memorandums has been removed. Please see revised PWSs dated June 29, 2018.
Question 13: Page 12, 36,61,84,108, para 2.1.7.8 - References "Physician"
Answer 13: Reference to “physician” has been deleted and changed to “personnel.” Please see revised PWSs dated June 29, 2018.
Question 14: Page 16,40,64, 88 para 3.1.1 - Work Schedule references an on call requirement. How was 1500 hrs calculated in the spreadsheet (CLINs 000Xe)? It seems low for this requirement. 16 off duty hours per day times 5 days/week times 52 weeks = 4,160 hrs/yr
Answer 14: Please see the revised price worksheet with updated estimated quantities. Some of the positions use VA employees for on-call and others are completely reliant on contractor support.
