About this file

This is Amendment 0002 to Request for Quote (RFQ) 36C26027Q0014, issued by the Network Contracting Office 20 (Vancouver, WA) on August 6, 2026, with an effective date of July 14, 2026. The amendment addresses questions received regarding the solicitation and provides clarifications on delivery requirements, product specifications, and pricing considerations.

Key operational requirements include bi-weekly deliveries on Tuesdays and Fridays between 7:30 AM and 4:00 PM (Monday-Friday except federal holidays) to 71 laboratory locations across 5 buildings. Estimated on-site delivery time is 2-4 hours per delivery day. The contractor must disconnect and reconnect liquid nitrogen tanks connected to freezers, fill open-mouth liquid nitrogen dewars in-lab (which are government-owned), deliver approximately 400 pounds of dry ice pellets per delivery day to four locations, and respond to emergency deliveries within 24 hours (estimated at 10 annually). The government clarified that deliveries go directly to lab locations, though some centralized storage rooms exist for cylinder exchange. The price list includes numerous cylinder types (argon, breathing air, carbon dioxide, helium, nitrogen, oxygen, and specialty gas mixtures), liquid nitrogen dewars in sizes 20-60 liters, dry ice pellets, and monthly rental groupings for cylinders and liquid containers. The government will accept alternative monthly rental categorizations. The contractor must maintain all applicable federal, state, and local licenses and FDA certifications throughout contract performance, including State Board of Pharmacy Wholesale Distributor Licenses, with verification required at time of offer for non-manufacturers of bulk liquid oxygen.

1. This RFQ has been amended in order to answer questions.

2. The next page of this amendment lists the answers to the question received regarding this solicitation. The questions are in black, while the answers are in red.

CONTINUATION PAGE

A.1 Question and Answers Question 1: Given the RFQ does not currently provide estimated QTYs or frequencies (other than deliveries on TUE & FRI) and the requirement appears to be “point of use” delivery directly to (71) Labs over (5) BLDGs Budlings, will the GOV please allow offerors to price a delivery fee (no fuel/surcharge) to offset costs incurred as the requirements on contract are labor-intensive and could require the driver(s) to have to spend additional time on site making deliveries when they still have other customers on their route for which to deliver product?

ANSWER: We’d like to maintain the current delivery schedule of Tuesdays and Fridays. I believe we have some flexibility on the start/end times but it needs to be during the workday (730-4) while office and lab staff are available to escort/answer questions if needed. Not every tank needs to be replaced every Tuesday and Friday.

Based on the current deliverable timeline, we estimate that total delivery time (time onsite, does not include drive time) is 2-4 hours every Tuesday and Friday. Delivery requires that the contractor arrive at the loading docks, and make the rounds to the delivery locations listed in the contract (see Room Inventory List), and replace empty gas tanks with a full tank and refill Dewars and delivery dry to locations identified..

Question 2: How does the GOV anticipate accounting for costs incurred by the offeror to accommodate Emergency Delivery requests?

ANSWER: Emergency delivery requests are infrequent. Contractors shall respond to all emergent requests and prepared to handle emergent requests and provide delivery within 24 hours of request. A new item has been added to the price list marked “Emergency Deliveries” with an estimated quantity of 10 per year. See below (A.2 Price List) for updated Price List.

Question 3: Will the GOV please clarify the following items provided in the Table 1 Item list on PGs 33-37 of 70?

1. Dry Ice, CD DRYICEPLT vs. CDICEPELLETS: what is the difference between these two CLINs as they differ in Part # but are the exact same in description?

a. ANSWER: these are the same

2. HX G2687635, Size 1P - Will the GOV please provide some additional info regarding this cylinder size of 1P

(e.g., height, weight, CGA etc.) as this is not a universal/common size utilized by all providers (appears to be provider-specific)?

a. ANSWER: We will accept a size substitute

3. NI 160LLP, Nitrogen, industrial, 160 liter, low pressure – What is the PSI for this cylinder?

a. ANSWER: Yes, this is 22 PSI

4. NI 180LHP, Nitrogen Industrial, 200 liter, High Pressure – What is the PSI for this cylinder?

a. ANSWER: 350 PSI

5. NI 180LLP, Nitrogen, industrial, 160 liter, Low pressure - What is the PSI for this cylinder?

a. ANSWER: Yes, this is 22 PSI

6. NI 230LLP, Nitrogen, industrial, 230 liter, low pressure – What is the PSI for this cylinder?

a. ANSWER: Yes, this is 22 PSI

7. Open Mouth Liquid Nitrogen Dewars (20L, 25L, 30L, 35L, 50L, & 60L) - Are these GOV Owned/GFE or are these rented?

a. ANSWER: these are VA owned

8. NI UHP180LMP, Nitrogen, Ultra High Purity, 180 Liter, Medium Pressure - What is the PSI for this cylinder?

a. ANSWER: 50 PSI

Question 4: Will the GOV please clarify what all of the Monthly Rental grouping abbreviations represent (per Item List & Price List) and confirm which respective Cylinder/Liquid Gases items fall under each of these rental groupings (to ensure accurate pricing)? Will the GOV accept alternative monthly cylinder rental groupings/categories?

ANSWER: The Government would accept alternative monthly cylinder rental groupings/categories

Question 5: What are the Estimated Annual QTYs for Gas Fills/Rentals, per the items that make up the Price List?

ANSWER: This is hard to estimate as the use will fluctuate from week to week and month to month, depending on lab use. The total number of tanks, cylinders, and dry ice boxes are listed. Over the course of a representative 3 weeks of T and Fr deliveries, the following items were delivered each delivery date: Date 1: Fill 3 VA-owned dewars, top off 4 dry ice totes (approx. 400 lbs total), replace 5x 160L UN1977 and 2x 180L UN1977 tanks. Date 2:

Top off 4 dry ice totes, replace 3x 180L UN1977 and 4x 160L UN1977, replace 10x UN1072. Day 3: Replace 4x 160L UN1977 and 2x 180L UN1977, top off 5x VA owned dewars, top off 4 dry ice totes, replace 8x 50lb UN1013. Day 4:

top off 4x VA owned dewars, replace 4x 50lb UN1013, replace 5x 160L UN1977 and 3x 180L UN1977, top off 4 dry ice totes. Day 5: replace 3x UN3156 CO2 O2 mix, top off 4 dry ice totes, replace 4x 160L UN1977 and 2x 180L UN1977, top off 4x VA owned dewars. Day 6: top of 3x VA owned dewars, replace 7x 160L UN1977 and 2x 180L UN1977, top off 4 dry ice totes

Question 6: Are there any set/recurring deliveries for dry ice for any particular lab/Bldg? If so, what kind of estimated volumes and frequencies can offerors expect respective to each lab/bldg that requires it?

ANSWER: Expectation is that approximately 400 lbs dry ice pellets will be distributed to 4 locations with existing dry ice totes to top them off on each delivery day.

Question 7: Do the Dry Ice pellets need to be delivered pre-packed in a set volume? Or does the GOV want the contractor to provide Dry Ice in bins upon delivery which is then either scooped into a VA-Owned bin or the GOV rents a specific-sized bin from the contractor and the contractor swaps out empty bins for fulls either on a recurring schedule or as needed?

ANSWER: The contractor will bring a dry ice bin upon delivery and scoop dry ice pellets into VA owned bins as needed.

Question 8: What is the GOV’s expectation for fill procedures regarding the Open Mouth Liquid Nitrogen Dewars (Sizes 20L, 25L, 30L, 35L, 50L, & 60L)? Will Research POCs be bringing this dewar out to a main loading/receiving dock to be filled on the loading dock (“transfill”), does the GOV expect the contractor to refill these dewars in the labs themselves (nonstandard), or does the GOV expect a Dewar pickup/fill/and the return (often requires the GOV to have an extra dewar on hand so the particular lab is never without product?

ANSWER: The expectation is that contractor will fill existing dewars in the lab locations listed.

Question 9: What are the receiving hours for which offerors can make deliveries? Does this differ per building/Lab?

ANSWER: R&D office hours are 7:30-4, Monday-Friday except federal holidays. These days/hours do not differ per building/lab.

Question 10: What typical gas items, volumes, and frequencies constitute the regularly scheduled deliveries notated in the SOW that are separate from order requests that will be placed as needed?

ANSWER: Regularly scheduled deliveries refers to vendor fulfillment during the T/Th deliveries.

Question 11: Please confirm that any tank hook-up/connections will be completed by VA Research Personnel and not the delivery driver?

ANSWER: For replacement of LN (UN1977) tanks connected to LN freezers, the expectation is that the contractor will disconnect the empty tank and re-connect and open the new full tank.

Question 12: Please confirm that the below language regarding annual inventories, is strictly for GOV-internal auditing records, and does not require Prime/Sub participation (Pg 37 of 71, Section 4. Performance Monitoring)?

ANSWER: Yes, the annual inventory is an internal audit, and the vendor does not need to be present for it.

Question 13: Do any cylinder or dry ice deliveries go to a centralized loading/receiving dock, or are all items required to be delivered directly to the labs depicted in the Room Inventory List?

ANSWER: There is no centralized loading dock delivery. All items will be delivered directly to labs or rooms, however some of the listed rooms are for inventory purposes only. In particular, there are centralized rooms that are used to store and exchange many of the gas cylinders. i.e. contractor will not go to every room that has 50L CO2 tanks, but will replace/replenish CO2 tanks in designated storage rooms throughout the research area.

Question 14: Please confirm that the insurance requirement provided on PGs 12 & 17 of 71 are required at the time of bid submission and not post-award during transition?

ANSWER: Needed at time of bid submission

Question 15: Will the GOV please confirm that the required federal and state of Oregon licenses and certifications applicable to the SDVOSB offeror must be provided in the name of the Prime Contractor at the time of bid submission (and cannot be delegated to a subcontractor), which is required of an SDVOSB offeror in order to comply with the applicable federal, state, and local regulations in order to meet the requirements of the Statement of Work in this RFQ (wholesale distribution of medical-grade oxygen/compressed gases where medical-grade oxygen is defined by the FDA as a prescription drug)?

ANSWER: Offerors must adhere to state laws/regulations. This includes the following:

- Throughout the term of this contract, Contractor shall maintain all federal, state, and local licenses applicable to the Contractor as well as any required FDA certifications.

- State Board of Pharmacy Wholesale Distributor Licenses

- “If the Offeror is not the manufacturer of the bulk liquid oxygen being supplied, the Offeror shall provide verification of all federal, state, and local licenses applicable to the Offeror as well as any required FDA certifications as outlined in the Statement of Work at the time of Offer.
