Questions and Answers.

RFP Issue Date: March 30, 2026

Proposal Due Date: April 30, 2026

Proposals shall be submitted via email to Saulat Rehan at saulat.rehan@va.gov and Meredith Valentine at meredith.valentine@va.gov , no later than 12:00pm Pacific on April 30, 2026.

Q.1. Contract Duration vs Performance Period - The solicitation references a 90-day performance period, while the SOW describes annual recurring services (June–July). Could you clarify how the contract will be structured (e.g., task orders per year vs continuous contract)?

A. It is an annual recurring service as specified in the SOW, which needs to occur during the period June- July and last no more than 90 days.

Q.2. Material Requirements - The specifications allow for multiple types of pavement markings (waterborne, epoxy, thermoplastic), but the SOW does not specify which system is required. Could you confirm the intended material type for this project?

A. Follow the specifications provided in the Guide Specifications documentation.

Q.3. Traffic Control Requirements - The SOW requires maintaining one lane open at all times, but no traffic control plan or level of effort is provided. Should the contractor develop and implement a full traffic control plan, or will guidance be provided by the VA?

A. The contractor shall develop and implement a full traffic control plan.

Q.4. Do arrow sizes need to match existing, or can they be larger?

A. All markings shall comply with the standard regulation. Follow the specifications provided in the Guide Specifications documentation.

Q.5. If letter stencils are not the same font, do we blackout existing letters to use our stencils?

A. All markings shall comply with the standard regulation. Follow the specifications provided in the Guide Specifications documentation.

Q.6. Vegetation in cracks are affecting areas that need to be painted, so can the vegetation be cut flush with asphalt in order to paint where needed?

A. All areas must be fully cleaned and cleared of obstruction before being repainted, including vegetation.

Q.7. Lot 11 is a gravel lot with no layout, what striping needs are required for that lot?

A. Since Lot 11 is currently a gravel lot with no layout, striping will not be necessary.

Q.8. Is wire brushing acceptable for cleaning the yellow car stops that are covered in moss?

A. Yes, it is acceptable.

Q.9. Lot 1 has existing thermoplastic crosswalk; are we re-painting white over the thermoplastic?

A. Follow the specifications provided in the Guide Specifications documentation.

Q.10. Lot 1 has handicap spaces that do not have blue squares, only the handicap symbol. Do we need to apply the blue squares, then the white handicap symbol?

A. All markings shall comply with the standard regulation. Follow the specifications provided in the Guide Specifications documentation.

Q.11. Is all the striping on roadways/curbs throughout the facility being re-striped as well?

A. Yes.

Q.12. There are yellow concrete bollards next to buildings. Do they all need to be re-painted yellow?

A. Yes.

Q.13. What are the spec requirements for paint, and is there any thermoplastic involvement?

A. All markings shall comply with the standard. Follow the specifications provided in the Guide Specifications documentation.

Q.14. The site plan shows a "Future Building" and Building 201 (New Hospital Building) adjacent to Lot #4. Is there any ongoing construction at the AMLK campus that will affect parking lot access or striping operations during the base year performance period (June through July 2026)?

A. Any construction areas that are affected by striping operations will be notified by the COR.

Q.15. SOW Section 10 (Period of Performance) states surface temperature shall be "above 100 degrees C and less than 320 degrees C." This appears to be a typographical error, as those temperatures exceed boiling point. Can the Government confirm the correct temperature range for paint application? Per UFGS 32 17 23, the correct range appears to be above 10 degrees C (50 degrees F).

A. All markings shall comply with the standard regulation. Follow the specifications provided in the Guide Specifications documentation.

Q.16. Does the Government require a dedicated Site Superintendent, Quality Control Manager (CQM), and/or Site Safety and Health Officer (SSHO) for the duration of on-site services? If so, can any of these roles be dual-hatted? Must any of these individuals be employees of the prime contractor versus the subcontractor?

A. Yes, Site superintendent can act as Quality Control Manager too. However, SSHO must be a separate individual and these personnel should be employees of the prime contractor.

Q.17. SOW Section 3.G states the contractor will be notified if new roadways are constructed during the period of performance and require restriping services. Will restriping of newly constructed roadways be compensated through a contract modification, or is this included in the firm-fixed price? If included, how does the Government intend to handle the cost for unknown future scope?

A. The Government will request a cost proposal for any future Scope of Work during the Period of Performance.

Q.18. SOW Section 3.G/H references converting regular stalls to ADA-compliant stalls "as necessary" to comply with future ADA requirements. How many ADA conversions, if any, are anticipated per year? Is the conversion of regular stalls to ADA stalls included in the firm-fixed price, or will ADA conversions be handled through a separate modification or change order? If included in the firm-fixed price, what is the maximum number of stall conversions the Government anticipates annually?

A. At this current time, there are no projected needs for converting regular stalls to ADA stalls. However, to allow for changing demands the Government anticipates up to 10 regular stalls may need to be converted to ADA stalls annually and will be done through a contract modification.

Q.19. The SOW references compliance with VA Section 01 74 19 Construction Waste Management (Attachment C), which requires a Waste Management Plan with a Designated Manager. For a striping project of this nature, what level of waste management documentation does the Government expect? Is a full LEED-compliant waste diversion plan required, or is a simplified plan acceptable given the limited waste generated by pavement marking operations?

A. Detailed instructions are mentioned in Attachment C.

Q.20. The SOW requires surface cleaning prior to painting, including rinsing with water. Will the Government provide access to a water source on campus, or must the contractor furnish all water via water trucks? If accessible, where are the water tie-in points located?

A. No, the contractor is responsible for all equipment, labor, materials, and supervision necessary to complete the tasks described in the SOW.

Q.21. Since the SOW mandates night and weekend work, and the UFGS spec Section 1.6.6 requires the contractor to provide all necessary lighting for night operations, will the Government provide access to any electrical power sources for contractor lighting equipment, or must all power be contractor-furnished (i.e., generators)?

A. No, the contractor is responsible for all equipment, labor, materials, and supervision necessary to complete the tasks described in the SOW.

Q.22. The solicitation references VAAR 852.204-70 (Personal Identity Verification of Contractor Personnel) and the SOW states the contractor will be monitored by VHA POC and escorted as needed.

Does the Government require PIV cards or contractor badges for all personnel, and what is the lead time for badge issuance? Given that work occurs during nights and weekends, will an escort or VHA POC be available during all contractor work hours, or will the contractor need to coordinate with VHA Police independently?

A. The contractor will not have permission for badge access. The contractor will coordinate with the COR for escorting, as needed.

Q.23. The UFGS 32 17 23 spec requires multiple submittals including paint certifications, bead certifications, equipment lists, personnel qualifications, VOC certificates, and Safety Data Sheets. What is the Government's expected review and approval timeline for submittals? Must all submittals be approved before any on-site work commences?

A. The contractor must coordinate with the COR for all submittals and approvals.

Q.24. The SOW requires a detailed invoice breakdown upon completion of all on-site services. Is the contractor expected to invoice once annually upon completion of all campus striping, or are progress payments acceptable as individual lots or areas are completed and accepted by the COR?

A. The contractor must coordinate with the COR for expected payments.

Q.25. The SOW states striping must occur between June and July and must be completed within 60 days once commenced. If weather conditions (rain, temperature below minimums per SOW Section 4.5) prevent work during the June through July window, how will the Government handle schedule extensions? Will the 60-day completion clock be tolled for documented weather days?

A. If weather prevents work from being performed during the specified window, the Government will handle potential schedule extension required at that time.

Q.26. Will the Government provide or designate a lay-down or staging area for contractor equipment and materials at each campus? If so, where will the designated area be? The SOW states materials for only one day of work may be brought to the site. Does this restriction apply to equipment (striping machines, sweepers, etc.) as well, or only to consumable materials (paint, beads)?

A. The contractor shall coordinate delivery, storage, and handling of all materials with the COR. The COR will approve a lay down area, only if available. The contractor shall bring enough materials to the site for one day of work, this includes all materials and equipment.

Q.27. SOW Section 3.F states that Attachment A estimates are estimates only and the contractor must provide services at the firm-fixed price regardless of inaccuracies. Has the Government verified the current total stall counts, linear footage of roadway striping, and curb painting for this campus? Can the Government provide an updated count or confirm the magnitude of any known discrepancies between Attachment A and actual site conditions?

A. The Government is providing estimates, the contractor is responsible for verifying the accuracy and site conditions when submitting the proposal.

Q.28. Can the government provide ADA compliance specs for all ADA parking spots and ramps?

A. All markings shall comply with the standard. Follow the specifications provided in the Guide Specifications documentation.

Q.29. Will the government have the sidewalks prepped and cleaned prior to painting? Will the weeds be removed from the curbs and will street cleaning be performed for the curbs with the landscaping debris? If the contractor is to remove the debris, are blowers allowed in the evening time?

A. No, the contractor is responsible for preparation refer to the SOW for expected Surface Preparation.

Q.30. Please highlight the areas on the site map that is to be painted.

A. See Attachment Q.30 and refer to SOW to verify the areas to be painted.

Q.31. Please confirm if the portions of the parking lot that had areas blacked out need to be touched up and blacked out again. (identification of vanpool parking or old handicap stalls were blacked out)

A. Refer to Section 4.4 in SOW and follow the specifications guide for existing markings.

Q.32. What is the standard size of lettering for the Buses Only lane? The two in front of the main hospital were different sizes.

A. All markings shall comply with the standard. Follow the specifications provided in the Guide Specifications documentation.

Q.33. What is the procedure for removing vehicles that are obstructing the work area?

A. The contractor must coordinate with the COR for any obstructions of the work area.
