THIS IS A PRE-SOLICITATION NOTICE ONLY.

THIS IS NOT A REQUEST FOR PROPOSAL OR QUOTE; THE VA IS NOT SEEKING PRICING OR OFFERS.

This notice is issued for informational and planning purposes only. The Government intends to solicit for 648-20-121 Construct Campus Security Fence and Access Control for the Vancouver VA Medical Center at a future date. The solicitation shall be posted for full and open competition after total set aside for SDVOSBC. Proposals will be due approximately 30 days after the solicitation is posted.

Certain project documents, including drawings, contain Controlled Unclassified Information (CUI) due to sensitive infrastructure elements. As such:

· Sensitive information will not be publicly posted to Sam.gov

· Controlled documents will be made available upon request via a secure method to interested parties.

· Interested vendors must acknowledge and agree to safeguard the information in accordance with applicable CUI handling requirements prior to receiving access.

· The information provided shall be used solely for the purpose of responding to the forthcoming solicitation and shall not be distributed, reproduced, or disclosed without prior Government approval.

Instructions for requesting access to controlled documents will be included in the solicitation or may be obtained by contacting the Contracting Officer.

Period of Performance:

The intended contract period of performance is 270 calendar days after receipt of notice to proceed.

Description of Services:

This project will construct a campus security fence surrounding the Vancouver VA Medical Center campus. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, furnish labor and materials, and perform work for 648-20-121 Construct Campus Security Fence and Access Control (Vancouver) as required by drawings and specifications.

NAICS Code:

236220 - Commercial and Institutional Building Construction with a Small Business Size Standard of $45 million (January 2022 standards).

Estimated Magnitude:

The estimated magnitude of this acquisition is between $5,000,000 and $10,000,000.

The Government is not soliciting offers at this time. This is a pre-solicitation notice only. A solicitation is not currently available. This announcement is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or to award a contract.

After release of the actual solicitation all responsible sources may submit a proposal, which shall be considered by the agency.

The award will be a best value procurement IAW FAR Part 15, which will result in a Firm-Fixed-Priced contract.
