About this file

This is an Amendment of Solicitation issued by the NCO 20 Network Contracting Office in Vancouver, Washington for solicitation 36C2626R0040, effective February 17, 2026. The amendment provides responses to 24 Requests for Information (RFI) submitted by the February 9, 2025 deadline. The project involves electrical corrections and facility improvements across multiple buildings at a VA campus location, identified as project number 648-20-116.

Key project requirements clarified through the RFI responses include: the VA will provide job trailer and laydown space once awarded; the contractor must provide all electrical equipment including generators (500kW, 480/277V, 3-phase, 4-wire) and switchgear with no owner-provided equipment; replacement circuit breakers must match existing equipment manufacturers while other equipment requires only conformance to specifications; Buildings 1, 3, 11, and 12 require shutdowns for equipment replacement coordinated with the VA Contracting Officer Representative; the last arc flash study was completed in 2014; panelboard 01-EDP shall be demolished and replaced; all testing shall be performed by the contractor; the Superintendent may serve simultaneously as Safety and Health Officer and Quality Assurance/Quality Control if qualified and able to maintain all responsibilities; and the project is 100% Service-Disabled Veteran-Owned Small Business set-aside. Additional clarifications address geotechnical reports, fire/life safety and acoustical ratings for buildings, tax exemption under FAR 52.229-3, no current blackout dates for work performance, page limitations for technical submissions (15 pages maximum) and past performance (20 pages maximum) as separate sections, a completed site visit on February 9, 2026, and restrictions prohibiting subcontractor past performance and technical experience from satisfying prime offeror requirements.

2. Construction Sign & 1.22 Safety Sign-Is there an anticipated count of required construction and safety signs? Provide one sign for each, located at the job trailer or, if no trailer, at the laydown area.

5. Division 26 – Electrical-What are the temporary power requirements/procedures for shutdowns and switch overs? Shutdowns and phasing shall be coordinated with VA COR prior to performing work. Requirements for shutdowns are provided on sheet EG001 per general notes 34 and 35. Additionally, please reference project phasing narrative for additional information.

The procedure will be to be scheduled with the COR as outlined in the contract documents. The documents tell you how far in advance shutdowns must be scheduled.

6. Division 26 – Electrical-Are any of the buildings being shut down for use during replacement of larger switchgear and feeder replacement? Buildings 1, 3, 11, and 12 will require shutdowns for equipment replacement. Requirements for shutdowns is provided on sheet EG001 per general notes 34 and 35. Building 1, Level 1; Building 011, Levels 1-3, but it is unclear if any of the floors are rated in all buildings or if any of the walls are rated in the other affected buildings. See response to question #13. Consider floors and ceilings to match the walls in the drawings.

Example, if you only need 10 pages for Technical Experience, you cannot take the extra five pages and add them to the Past Performance.

22. Page 8 of 62 Is there a page maximum for Volume 2? For Volume II Price/Cost

Submission Requirements, there is no page limitation, this volume is not associated with the Technical or Past Performance.
