About this file
This is an Amendment 0001 to Solicitation 36C26026Q0982 issued by the Department of Veterans Affairs Jonathan M. Wainwright VA Medical Center in Walla Walla, Washington. The amendment incorporates Questions and Answers (Q&A) received from vendors in response to the original solicitation and does not extend the quote deadline, which remains October 9, 2026 at 5:00 PM PST. The amendment adds two attachments: Attachment 1 - Water Tower Drawings and Attachment 2 - Cathodic Protection Operations & Maintenance Manual, providing contractors with detailed information about the facility's 150,000-gallon water tower and its cathodic protection system.
The solicitation seeks cathodic protection inspection services for the water tower's cathodic protection system as a one-time inspection requirement with a period of performance from January 1, 2027 to May 1, 2027. Key clarifications from the Q&A include: the government will accept Remotely Operated Vehicles (ROVs) in place of commercial divers if capable of meeting inspection and water quality sampling requirements; water quality testing samples are only required if the contractor dives into the tower; structure-to-water potential readings using portable reference electrodes are acceptable and contact readings to bare steel are not required; the tower has safe roof access with fall protection anchor points and an internal ladder with a platform; and the performing entity (whether prime contractor or subcontractor) must hold Washington contractor registration. Contractors may utilize the water system operator (Valley Water Services) for post-service coliform and heterotrophic plate count sampling, though the contractor must cover all associated costs.

Continuation Page Questions & Answer
1. Drawings showing the water tower’s dimensions, water depth, access openings, and internal configuration.
This should be included in Attachment 1 - Water Tower Drawings
1. Cathodic protection drawings or records showing the estimated number, type, and locations of anodes, reference electrodes, test stations, wiring, and other components requiring inspection.
This should be included in Attachment 2 – Cathodic Protection O&M Manual
1. A drawing or marked plan identifying all requested inspection and testing areas, including the locations where structure-to-electrolyte potential readings are expected.
Government does not have exact locations that would require inspection and testing. It is understood by the government that the components in section 8.E would govern what inspection and testing areas are needed.
1. Any available prior inspection reports or as-built drawings.
The solicitation attachments are the available information that the government has for this system. There are no prior inspection reports within the facilities records.
1. Cathodic protection testing does not require diving activities or entry into the tank; testing is performed at the rectifier panel and from the roof hatch on the top of the tank. A small instrument is lowered into the water from the roof hatch and retrieved afterward. Is this correct and are water quality testing samples required?
Diving procedures were included within the SOW to cover any means and methods that the contractor could implement for cathodic testing. If this proposed method will provide the government the information requested in section 8.E then it is acceptable to the government. Water quality testing samples are only required if the contractor dives into the water tower.
1. Tank drawings, as-builts, or specifications for the 150,000-gallon water tower. If none are available, please provide:
a. Tank type (elevated/pedestal, standpipe, or reservoir) and material
b. Tank dimensions: diameter, shell/head height, overall height to the roof hatch, and normal operating water depth
c. Interior coating system and approximate age
d. Access details (ladders, roof hatch size, fall-protection anchorage) The information that the government has for the water tower is included in Attachment 1 – Water Tower Drawings.
1. Cathodic protection system information:
a. System type (sacrificial anode/galvanic, impressed current, or both)
b. Number, type, and material of anodes installed in the tank (or the assumed quantity if unknown)
c. Number and make/model of rectifiers, and the location of permanent reference electrodes and test stations
d. Year the system was installed or last replaced The information that the government has for the water tower is included in Attachment 2 – Cathodic Protection O&M Manual.
1. Please confirm the period of performance. The notice references a five-year purchase order, while the PWS states 120 days and the price schedule shows a single line item (0001, POP 01/01/2027–05/01/2027). Is this a one-time inspection or a recurring annual requirement?
This is a one time inspection.
1. Will the VA accept a Remotely Operated Vehicle (ROV) for the in-tank inspection in place of commercial divers, provided potable-water disinfection, CP readings, and coliform/HPC sampling requirements are met? If so, do the ADCI credential requirements in Part III(a) apply only when diving personnel are proposed?
Yes, the government will accept this way of performing the inspection; only If the ROV has the capability of taking the pictures needed in PWS part 8.F and inspecting the components in PWS part 8.E. The government would still expect the water quality sampling to be performed with ROVs. ADCI credentials would not be expected to be met if no diving personnel are proposed.
1. Is the tower's CP system galvanic (sacrificial anode) or impressed current (rectifier)? Can the VA share the most recent CP inspection report?
The government does not have the most recent CP inspection report, however this information may be contained in Attachment 2 – Cathodic Protection O&M Manual. If no information is present, contractor is to assume that either system could be present in the tower.
1. For the Washington registration requirement in Part III(a), is the performing subcontractor's Washington contractor registration sufficient, or must the prime also hold one?
The business entity that will be performing the work on site shall hold this registration. If the subcontractor is the entity that will be performing the work on site, then yes, they are the only entity that will need to hold this registration.
1. What is the tower type, and how is the roof hatch accessed?
Please refer to Attachment 1 – Water Tower Drawings for this information.
1. Post-service coliform/HPC sampling: may the water system operator (Valley Water Services) collect the samples, or must the contractor provide its own certified sampler?
The government is amenable to the contractor using Valley Water to take the samples. However, it is still expected that the contractor will cover whatever the samples cost under this contract. The government shall not cover the cost of the samples.
1. Structure-to-water potential readings: are proximity readings with a portable reference electrode acceptable, or does the VA require contact readings to bare steel (which would require coating penetration and repair)?
The government is seeking proximity readings with a portable reference electrode. The government will not require contact readings to bare steel.
1. Does the tower roof have safe access with fall protection anchor points?
Yes, the water tower roof does have safe access and anchor points for a fall protection system.
1. Does the external ladder start at ground level, or is a portable ladder needed to reach it (if so, approximate height to the first rung)?
Portable ladder is not needed; there is a built in internal ladder within the water tower with a rail system that has fall protection anchoring points.
1. Are any antennas or other equipment mounted on the tower? If so, what type and where?
No antennas or other equipment is mounted on the tower.
1. Does the tank have an internal ladder or platform?
The tank does have an internal ladder with a platform at the top with handrails surrounding the top of the water tower.
