About this file

This is Amendment 0001 to a federal solicitation for courier transportation services issued by the Network Contracting Office 20 on August 18, 2026, with an effective date of August 26, 2026. The amendment updates the Contract Line Item Numbers (CLINs) and provides responses to 26 questions submitted by potential offerors. The solicitation (36C26026Q0959) seeks a courier company to provide two categories of transportation services between VA Puget Sound American Lake Campus in Tacoma and VA Puget Sound Seattle Campus: routine weekday service (two one-way trips per day, Monday-Friday, 260 EA annually) and STAT after-hours service (pickups from 5:30 PM Friday through 7:00 AM Monday and on federal holidays, 365 EA annually, billed per discrete pickup/run performed). The contract includes a one-year base period beginning November 1, 2026, through October 31, 2027, with four one-year option periods extending through October 31, 2031. The CLINs are organized as 0001/0002 (Base), 1001/1002 (Option 1), 2001/2002 (Option 2), 3001/3002 (Option 3), and 4001/4002 (Option 4), with pricing to be provided by offerors.

Key requirements and clarifications from the Q&A include: the contractor must register with the Washington State Department of Revenue to obtain a Unified Business Identifier (UBI) with documentation submitted at quote time; performance metrics require no more than 2% maximum breakage/damage rate (≥98% delivery success); visual/manual temperature verification is sufficient for cold-chain documentation; insulated containers are informally provided by VAMC and are not Government-Furnished Equipment; STAT CLINs are priced per actual dispatch with a not-to-exceed annual ceiling of 365 units, with historical average utilization of 36 STAT calls monthly; routine delivery windows (3:00 PM and 7:30 PM) and STAT windows (2-hour delivery) have been historically achievable; typical daily volume is two totes/boxes measuring 17 inches × 24 inches × 12 inches; Madigan Army Medical Center access requires base credentialing to be completed within 30 days of award; staffing model is at vendor discretion provided SOW requirements are met; insurance requirements include $1 million biological/hazardous-substance liability and $2 million Cyber/PHI Breach coverage with proof required within 10 days of award; and contractors may utilize W-2 subcontractor employees provided the prime contractor self-performs at least 50% of contract performance costs with its own employees. Three past performance references are required, including contract number, type of work completed, and total awarded dollar amount.

A.2 QUESTIONS AND ANSWERS

1. State Licensing: Section 5.A of the SOW requires the contractor to "be a courier company with a state license." Could you clarify which specific Washington State license(s) or registration(s) will be required as evidence of compliance, and whether this documentation is required at time of quote submission or only within 10 days of award?

4 | P a g e

Answer: Register your business with the Washington State Department of Revenue (DOR) via the Business Licensing Service to get a Unified Business Identifier (UBI). With documentation at time of quote submission.

2. Performance Metric Thresholds: Section 7 of the SOW lists "Specimen Breakage or Loss" and

"Damage to Transport Bags" with a threshold of "≤98%." Could you confirm whether this is intended to read as a maximum breakage/damage rate of 2% (i.e., ≥98% specimens/bags delivered without breakage or damage), so we can price and staff accordingly?

Answer: The SOW is correct no more than 2% maximum of breakage/ damage rate.

3. Cleaning/Disinfection Standard: The SOW does not specify a disinfectant standard for biohazard spill cleanup or routine vehicle sanitation. Is there a specific disinfectant standard the contractor is expected to use and document, and is a periodic cleaning log required to be submitted to the

COR, or only made available upon request?

Answer: Per the SOW requirement 5) D and E. Log to be available upon request.

4. STAT/After-Hours Billing Unit: CLIN 0002/1002/2001/etc. is priced at 365 EA for "STAT after hour pickups 5:30p Friday through 7a Monday and Federal Holidays." Please confirm whether this quantity represents one billable unit per calendar day within that window (i.e., per Friday, Saturday, Sunday, and each holiday), or whether it is intended to be billed per discrete pickup/run performed during that window, regardless of the number of pickups on a given day.

Answer: The quantity is 365 EA and will be billed per discrete pickup/run performed during that window.

5. Insulated Container / Cold-Chain Documentation: Section 8 states security risk is low and no

C&A/Security Accreditation Package is required. Given the SOW's temperature-preservation requirements (Section 5.I), is any temperature data-logging, calibration record, or cold-chain documentation required to be retained or submitted to the COR, or is visual/manual temperature verification sufficient?

Answer: Visual/ manual temperature verification is sufficient.

6. Government-Furnished Insulated Containers: Section 9 lists GFE/GFI as "None," while Section

5.I states insulated transport containers will be provided by VAMC. Could you clarify whether these containers are considered Government-Furnished Equipment requiring formal receipt, inventory tracking, and return at contract closeout, or are they informally provided/replaced as needed?

Answer: No, they are not GFE. Yes, they will be informally provided and/or replaced as needed.

7. STAT CLIN Pricing Structure: is CLIN 0002/1002/etc. intended as a standby/readiness fee for the full weekend/holiday window (billed once regardless of number of trips run), or priced per actual STAT dispatch, with 365 EA representing a not-to-exceed annual ceiling? This affects

5 | P a g e whether we price for staffing coverage or per-trip cost. This is priced per actual STAT dispatch with a not to exceed annual ceiling, correct?

Answer: This is priced per actual STAT dispatch with a not to exceed annual ceiling.

8. Historical STAT Utilization: Can the Government share historical STAT call volume from the incumbent or prior contract (e.g., actual number of weekend/holiday STAT pickups over the last

12 months)? This would allow us to price standby risk realistically rather than assuming worst-case daily dispatch.

Answer: The average is 36 for the last 12 months.

9. Outside-Lab STAT Frequency: How often, on average, are STAT pickups/deliveries needed to the outside laboratories (LabCorp, UW Medical Center, Harborview, Madigan, WA DOH, BloodWorks

NW, Fred Hutch/SCCA, Quest Diagnostics, Seattle Children's)? Are these runs billed under the same STAT CLIN or a separate bucket?

Answer: On average 31 per month and are billed under the same STAT CLIN.

10. Route Distance and Traffic Feasibility: Can VA confirm the standard driving distance/route between VA American Lake (Tacoma) and VA Seattle Lab, and whether the 2-hour STAT delivery window and same-day routine delivery windows (3:00 PM / 7:30 PM) have historically been consistently achievable given I-5 corridor traffic conditions?

Answer: Yes and Yes, the delivery windows have historically been consistently achievable.

11. Daily Volume: What is the typical daily volume (approximate number of totes/boxes and weight) transported per run, to help us size vehicle capacity and loading/unloading time appropriately?

Answer: Per run two (2) totes/boxes/bags with being 17in. X 24 in. X 12 in.

12. Madigan Army Medical Center Access: As Madigan is a military installation, does courier access require base credentialing, escort, or a security clearance process beyond a standard driver's license/ID, and is there a lead time required to obtain access for new drivers?

Answer: Yes, must have credentialing by base and to be complete within 30 days after award date. It is important to start the process before award.

13. Staffing Model Expectations: Does VA anticipate a single dedicated driver covering both weekday routine runs and weekend/holiday STAT coverage, or is a separate on-call/backup driver pool expected for STAT dispatches? This would be under the discretion of the vendor, correct?

Answer: This would be under the discretion of the vendor. The vendor must ensure to meet the requirements of the SOW.

14. For the STAT CLINs containing 365 EA, does one EA represent one day of required standby availability or one completed STAT pickup and delivery? Is payment made only when a STAT

6 | P a g e request is performed? EA represents one completed STAT pickup and delivery, correct? Also, payment would be made monthly in arrears for what is actually performed, correct?

Answer: EA represents one completed STAT pickup and delivery, correct? Also, payment would be made monthly in arrears for what is actually performed

15. The SOW requires the contractor to be a courier company with a state license. Which specific

Washington State license, registration, or endorsement satisfies this requirement?

Answer: Register your business with the Washington State Department of Revenue (DOR) via the Business Licensing Service to get a Unified Business Identifier (UBI). With documentation at time of quote submission.

16. Please confirm whether the insurance requirements in both Section C.9 and SOW Paragraph 5.A apply, including the $1 million biological/hazardous-substance liability coverage and $2 million

Cyber/PHI Breach coverage. At what point must evidence of each policy be submitted?

Answer: Please refer to 5.A) third sentence that reads “Copy of proof of insurance must be provided to the contracting officer within 10 days of the contract award.”

17. Are the wage-compliance certification, workforce-classification plan, driver information, training records, and Mobile Device Management documentation required with the quotation, prior to award, or within ten days after award?

Answer: Please refer to SOW 5.A)b)

18. Are all potential STAT destinations identified in the SOW, or could performance require travel outside the listed greater Seattle/Tacoma locations?

Answer: Refer to the SOW 4) D

19. Confirm how the annual quantity of 336 EA was calculated, as it does not appear to correspond with two trips per weekday over the full one-year performance period.

Answer: The CLINS cover 2 one-way trips per day. The annual quantity has been updated to

260 EA. Please see updated CLINS.

20. Part III – Responsibility states, “Please provide copies of the following,” but no document list appears afterward. What specific documents must be submitted under Part III?

Answer: In addition to the documentation required in the Statement of Work, please also provide 2-3 Past performance references.

21. .Option Years 3 and 4 appear to list the scheduled weekday service twice and do not identify a separate STAT CLIN. Will a corrected price schedule be issued?

7 | P a g e

Answer: Please see Updated CLINS.

22. Please confirm whether the insurance requirements in both Section C.9 and SOW Paragraph 5.A apply, including the $1 million biological/hazardous-substance liability coverage and $2 million

Cyber/PHI Breach coverage. At what point must evidence of each policy be submitted?

Answer: See SOW Section 5.

23. Are the wage-compliance certification, workforce-classification plan, driver information, training records, and Mobile Device Management documentation required with the quotation, prior to award, or within ten days after award?

Answer: See SOW Section 5.

24. Are all potential STAT destinations identified in the SOW, or could performance require travel outside the listed greater Seattle/Tacoma locations?

Answer: See SOW, Section 4.

25. Past-performance references are mentioned, but the solicitation does not appear to specify the number or required format. Please confirm how many references should be submitted and the information required for each reference.

Answer: Please give 3 past performance references. Please include contract number, type of work completed and total awarded dollar amount.

26. May W-2 employees of a formally approved subcontractor perform a portion of the services, provided the prime contractor self-performs at least 50% of the personnel cost with its own W-2 employees? If so, what subcontractor-approval documentation must accompany the quotation?

Answer: Yes, W-2 employees of a formally approved subcontractor may perform a portion of the services provided the prime contractor self performs at least 50% of the cost of the contract performance incurred with it’s own employees.
