About this file

This document is an Amendment to a Solicitation (Standard Form 30) issued by the Network Contracting Office 20 at the Vancouver VA Medical Center. The amendment number is 0001, effective July 28, 2026, for solicitation 36C26026Q0847.

The amendment serves to answer vendor questions regarding the Vancouver VAMC Laundry Trailers requirement. The Government clarified that Section D.1 specifications are correct and that standard 45-foot dry vans with hardwood floors meeting the listed characteristics constitute the complete requirement. The only laundry-specific feature required is that surfaces be non-porous, sealed, and cleanable. The Government further confirmed that the trailers will be used solely to transport wheeled carts of linen, with no additional operational requirements beyond those expressly identified in the specifications. Trailers will be cleaned using a hydrostatic sprayer, and no floor drains are required. Offerors must acknowledge receipt of this amendment prior to the hour and date specified in the original solicitation by completing the amendment form, acknowledging receipt on offer copies, or submitting separate written communication referencing the solicitation and amendment numbers. The issuing office is located at 1601 E. Fourth Plain Blvd, Bldg. 17, Suite B428, Vancouver, WA 98661.

The purpose of this amendment is to answer vendor questions. The questions with answers are attached below.

Vendor Questions Vancouver VAMC Laundry Trailers

1. The solicitation identifies the requirement as Laundry Trailers; however, the Essential Physical Characteristics in Section D.1 appear to describe a standard 45-foot dry van with a hardwood floor and do not identify any laundry-specific interior requirements such as aluminum flooring, floor drains, washable interior surfaces, or other sanitation features. Can the Government please confirm that the specification in Section D.1 is complete and that a standard dry van meeting those listed characteristics is the Government’s intended requirement?

Section D.1 is correct. The only laundry-specific feature for this requirement is that the surfaces be non-porous or sealed and cleanable.

2. If these trailers are intended for hospital laundry operations, will they be used solely for transporting packaged or carted laundry/linen, or are there any operational requirements (such as washdown capability, drainage, sanitation features, or specialized interior finishes) that are intended but not expressly identified in the specifications?

There are no operational requirements that are not expressly identified. Linen is transported in wheeled carts. These trailers will be used to transport those carts. The trailers are cleaned using a hydrostatic sprayer. No floor drains are required.
