About this file

This is Amendment 0002 to a combined synopsis and solicitation for biomedical technician and engineering services at the Department of Veterans Affairs. The amendment primarily consists of nine questions and answers clarifying key contract requirements and expectations.

The solicitation (36C26026Q0785) seeks a firm-fixed-price contract for corrective and preventative maintenance on medical equipment across eight Veterans Integrated Service Network (VISN) 20 health facilities in Washington, Alaska, Oregon, and Idaho. The contractor must provide a fixed labor rate and fixed overtime rate for a Biomedical Engineering Technician (BMET), with travel reimbursed per GSA per diem rates. Key clarifications in the amendment include: the Government will provide repair parts if the repair is approved, while the contractor must supply all tools and equipment; the contractor must propose both straight-time and overtime rates (944 estimated straight-time hours and 50 estimated overtime hours are provided for estimation purposes only); work orders should be completed within 8 days excluding parts lead time; the contractor is not expected to provide on-call availability; one person is typically dispatched per job request; and the service is required at all listed locations. The response deadline is July 14, 2026, at 3:00 PM Eastern Time. Both Amendment 0001 and Amendment 0002 must be acknowledged in all responses. The NAICS code is 811210 (Electronic and Precision Equipment Repair and Maintenance) with a small business size standard of $34 million, and the period of performance is 12 months beginning August 1, 2026.

FOR BIOMEDICAL TECHNICIAN/ENGINEERING PM AND SERVICE SUPPORT

The following Questions and Answers pertain to this solicitation:

1. Is contractor required to use own parts/equipment to make repairs?

Answer: The contractor would be responsible for providing a list of parts needed to make repairs. If the Government determines the repair should be made, the parts will be provided by the Government.

Answer: All tools/equipment needed to make repairs will be provided by the contractor.

2. Is the unit rate of $944/hr correct?

Answer: No. 944 is the estimated number of straight-time hours. The rate is to be provided by the contractor in their response to this solicitation. This is the same for an estimated amount of 50 hours for OT.

3. Does the $944 unit rate cover after hours work, such as night differential 9 pm to 6 am.

Answer: Same as answer to question 2

4. The Statement of Work says contractors are expected to complete a work order within 8 days. Does this account for parts lead time?

Answer: This does not include waiting for parts.

5. Can Contractor charge an on-call rate to the Government?

Answer: Contractor is not expected to be available for on-call duties.

6. Provide GSA meal rates for proposed destinations.

Answer: This information is available https://www.gsa.gov/travel/plan-book/per-diem-rates

7. How many personnel per job site?
