About this file
This is a Justification for Single Source Award (J&A) document from the Department of Veterans Affairs for an emergency procurement action.
The Department of Veterans Affairs, Regional Procurement Office West, Network Contracting Office 20, is procuring an EPIQ B-Cart Acquisition Module on behalf of Spokane Medical Center to replace a failed module on a Philips EPIQ7 ultrasound system used for cardiovascular diagnostics. The acquisition is classified as over the micro-purchase threshold but not exceeding the Simplified Acquisition Threshold (SAT), with an estimated total amount redacted in the document. The justification supports a single source award to Philips North America based on the manufacturer's exclusive capability to provide the replacement module and installation services. The requiring facility has no backup ultrasound equipment, and the non-functioning unit has forced the cardiology department to borrow equipment from another facility, creating operational constraints and patient care delays. Limited market research was conducted due to the emergency nature of the requirement and the need to prevent further delays in veteran care. Philips is the sole source because the parts, technology, schematics, and components are proprietary and available only from the manufacturer. The document was approved on February 5, 2026, by Contracting Officer Gregory Watson and Branch Chief of Medical Equipment Krystal Weeks, with funding charged to account 668-26-2-5312-0055.

DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT
Acquisition Plan Action ID: 36C260-26-AP-1884
1. Contracting Activity: Department of Veterans Affairs, Regional Procurement
Office West, Network Contracting Office 20 on behalf of Spokane Medical Center.
Funding: 668-26-2-5312-0055
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This is an urgent requirement to replace a module on a Philips EPIQ ultrasound
- EPIQ B-Cart Acquisition Module
Estimated total
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The requiring facility is in need of an emergency replacement of the module for their EPIQ7 Ultrasound Module. Philips North America is the manufacturer of the EPIQ7 ultrasound unit located at the Spokane VA Medical Center which is used for cardiovascular diagnostics. Due to the complexity of this unit, only Philips can provide the replacement module and replacement service to ensure proper operation of this device. The parts, technology, schematics, and components are only available from Philips.
Additionally, there are no back-up ultrasounds for this unit. While this unit is down, cardiology has has had to borrow a unit from another cardiology department, but this borrowed unit is normally in constant use and not available. Without repair of the EPIQ, patients will need to be re-schedule severely affecting patient care.
4. Description of market research conducted and results or statement why it was not conducted: Limited market research was conducted because of its emergent nature and to prevent delay in care and impact on veterans. At minimum, we know the equipment requested meets the facilities’ needs. This is a specialized piece of imaging equipment so the market is limited. Only Philips can provide this item and installation thereof.
*** Due to its high impact on patient care, this is an emergency request.***
