About this file

This document is an Amendment to a Request for Quote (RFQ) for regulated medical waste disposal services for VA facilities in Idaho. The solicitation (RFQ 36C26025Q0918) covers medical waste collection and disposal across multiple locations including Boise, Caldwell, Mountain Home, Twin Falls, and Salmon, with varying pickup frequencies: weekly for Boise, every other week for Caldwell and Mountain Home, and monthly for Salmon. The current contract volume is 681 28-gallon containers in the last 12 months, and the incumbent contractor is Larson Miller (contract 369C26025P0781).

Key clarifications in the Q&A include: the contract does not cover sharps, pharmaceuticals, chemo waste, or trace chemo (which are handled separately); manifests and certificates of destruction will be provided upon request; and additional pickups or incineration services would be processed through contract modifications or purchase card orders. Vendors are instructed to follow the RFQ instructions for bid submission and refer to the Scope of Work for detailed requirements. Quotes should be sent to sharon.ploor@va.gov, with the amendment effective date of 10-07-2025.

Weekly for Boise and as needed, Every other week for Caldwell, Mountain Home and Twin Falls and once a month for Salmon.

3. Are we required to provide manifests and Certificates of Destruction?

Upon request.

4. Does this include sharps, pharmaceuticals, chemo waste, or just regulated medical waste?

No.

5. Are trace chemo or bulk chemo included?

No.

6. How would you like the bid submitted?

See instructions on the RFQ

7. Please confirm the incumbent contractor and old contract number associated with this requirement?

Larson Miller: 369C26025P0781

8. Please provide further elaboration on the specific work that will be required for this contract?

Follow the Scope of Work

9. Furthermore, would it be possible to share images or descriptions of the waste, containers, or chemical labels relevant to this project?

It is explained in the Scope of Work.

10. The scope does not mention sharps. Are sharps included under this contract, or are they covered separately?

Sharps are covered under a separate contract.

11. The scope specifies standard 28-gallon red reusable RMW containers, but trace chemotherapy waste typically requires different DOT-compliant containers (such as yellow bins or boxes). Could you confirm which container type(s) will be required for trace chemo?

There will be no trace chemo, that is disposed via a separate Contract.

12. Sections 15 and 16 reference incineration for pathological and trace chemo waste.

Should vendors include pricing for incineration and container supply in the base proposal, or will these services only be addressed through a contract modification?

Incineration would be through modification or done through a purchase card order.

Additional pick-ups would be done through contract modification. See statement of work for procedures.
