About this file

This document is a Presolicitation Notice for a boiler emission compliance project at the VA Portland HCS Vancouver Campus. The solicitation (36C26025Q0716) is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBC) and requires a comprehensive boiler emission testing service for three boilers in Building 3, with a response deadline of August 15, 2025, at 12:00 PM Pacific Time. The project involves performing multiple EPA-specified tests, including Volumetric Flow Rate, O2, CO2, NOx, CO, and Water Vapor tests, along with TC Calibration, to maintain the Southwest Clean Air Agency (SWCAA) permit 19-3332.

The contract will be executed by the Department of Veterans Affairs Veterans Health Administration, located at the VA Medical Center in Portland, Oregon. The boilers serve critical infrastructure functions, providing steam for laundry operations, sterile processing, heating hot water, and hot water distribution to five buildings. The testing is mandated every five years to ensure compliance with environmental regulations, specifically 40 CFR 60, and will be conducted by a qualified contractor with expertise in environmental testing and emissions analysis.
