About this file
This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) for Solicitation Number 36C26025Q0522, which is a recompete of an existing contract (36C26021P0011 previously awarded to A-Bear) for Medical Physics Support services for the Department of Veterans Affairs Veterans Health Administration.
The amendment includes responses to 10 vendor questions, providing key details about the contract requirements. Contractors must be qualified Medical Physicists and provide their own testing equipment for various services, including performance testing of new or relocated imaging equipment (X-ray, MRI, Nuclear Medicine), testing after repairs, shielding design calculations, and follow-up inspections. The estimated annual requirements include 1-2 new equipment testing, 4-5 repair/modification tests, and potentially 3-10 unplanned equipment tests. Qualifications must be demonstrated through degrees, licensure, and certificates at the time of proposal submission. The Radiation Safety Officer (RSO) will perform quarterly reviews, while the contractor needs to conduct an annual Nuclear Medicine Program audit.

The next page of this amendment lists the answers to the question received regarding this solicitation.
The questions are in black, while the answers are in red.
CONTINUATION PAGE
1. Question: Could you confirm the total number of positions (FTEs or headcount) required under this solicitation?
Answer: This is up to the contractor. The contractor needs to decide how many people they need to send to complete the work.
2. Question: Are resumes required at the time of proposal submission or only after award?
Answer: Yes, qualifications of Medical Physicist with submission. Contract cannot be awarded to contractor that is not a qualified Medical Physicist that is not able to perform the work. A resume does not show qualifications. Proof of qualification must be shown.
Degrees, licensure and certificates are examples of items showing qualifications.
Qualifications must be proven.
3. Question: Will the contractor be expected to provide any equipment, tools, or materials under this contract? If yes, could you please specify?
Answer: Yes, absolutely, all testing equipment will be property of the contractor and brought with them when testing is performed. Specific testing equipment needed should be known by a qualified Medical Physicst..
4. Question: 5b. Specifies that performance testing shall be performed on all new or relocated imaging equipment. Shall our quote include the possibility of evaluating this new equipment, or will this not fall under this contract? If so, do you have an estimate of how often this is required, and which imaging equipment will be replaced or new?
Answer: Estimate that 1-2 new pieces of equipment will be obtained each year.
Contractor should include this testing in the contract. Imaging equipment can include all X-ray, MRI and Nuc Med machines.
5. Question: 5c. Specifies that testing shall be conducted after repairs or modifications.
Shall our quote include the testing after repairs or modifications? If so, do you have an estimate of how often this is required?
Answer: Yes, because testing is required after repair, contractor should include that in the contract. Estimate is testing 4-5 times a year.
6. Question: 5g. specifies that shielding design calculations and surveys shall be performed for new, replaced or relocated x-ray equipment. Shall our quote include these services? If so, do you have an estimate of how often this is required?
Answer: This would be required maybe one in 5 years. Contractor can choose to include it or not.
7. Question: 5i. Specifies that follow-up inspections shall be conducted. Shall our quote include these services?
Answer: Yes, all items in the SOW should be included in a quote. It is required and estimated 4-5 times a year.
8. Question: Item E on p. 34 specifies that testing of imaging equipment is required after a repair or for new equipment. There is an estimate of between 3 times to 10 times a year this may be required. Shall our quote include this unplanned testing, and if so how many visits should we estimate?
Answer: Yes, all items in the SOW should be included in a quote. Please quote based on the SOW and note that the numbers given are estimates. The amount can be as low as 3 times a year and up to 10 times a year.
9. Question: Item 6E on p. 32, Annual Audit of Nuclear Medicine Program includes line items (4) and (5) and (10) that specify quarterly reviews. Are you desiring a visit quarterly to review these things or can it be annual? Can you please clarify?
Answer: RSO performs quarterly reviews. Contractor needs to perform Nuc Med Audit annually.
10. Question: Is this a recompete of an existing contract? If yes, could you please provide the incumbent contractor’s name and the associated contract number?
Answer: This is a recompete of an existing contract. The contract number is 36C26021P0011 and was awarded to an A-Bear.
