About this file

This document is an Amendment to a Solicitation for water testing services at Portland VA Healthcare System facilities in Oregon. The amendment extends the solicitation response deadline to 08-25-2025 at 10am PDT and provides responses to 16 vendor questions. The contract requires the contractor to collect approximately 160 total samples quarterly, including 100 HPC samples from Portland and 60 from Vancouver, plus 20 water samples for Legionella testing across specified buildings. Key contractor responsibilities include collecting water and dental samples, providing sampling services, training, and oversight, supplying and managing sample transport, and conducting retests if needed. The services will be scheduled quarterly after contract award, with testing to occur both during and outside normal operating hours, and the contractor will need to submit for VA badging.

Q&A

1. On page 5, in the Statement of Work, section 1.2 summarizes work that is required at the

Portland VAHCS, and also provides an address in Vancouver with no services indicated for that location. Section a of 1.6 indicates, "This contract is only for Portland VA Healthcare System."

However, in Table 1 on page 6, tests are indicated for both locations. Can you please confirm whether this contract is only for Portland VA Healthcare System, as indicated in section a of 1.6, or if this contract will include the services outlined in Table 1 at the Vancouver campus as well?

A: The Portland VA Healthcare System includes both the Portland VAMC and

Vancouver VAMC.

2. Will the Government please confirm whether the contractor is collecting the samples for the required tests?

A: Yes, the contractor will be responsible for collecting the samples for testing.

Contractor will need to submit for VA Badging. The contractor is expected to collect

Dental samples outside of normal hours of operation. All other sampling can be done during normal hours of operation (0700-1700).

3. Page 5, B.3 Statement of Work, 1.0 General 1.2 states “Retesting may be required in the event samples return positive results.” Table B.2 Price/Cost Schedule does not include a Line

Item for Retests. Will the government provide an updated B.2 CLIN Table that includes a line for retests or clarify how the cost for retests will be handled?

A: Contractor will be responsible to conduct retest if needed.

4. Page 5, B.3 Statement of Work, 1.0 General 1.2 states “Retesting may be required in the event samples return positive results.” Can the government provide an approximate percent of

Legionella positives for each location over a 3-year period and what species of Legionella was detected?

A: Over the last 3-year period of quarterly testing there has only been 1 positive legionella non-pnuemophila within a cooling tower and 2 positive results at Bldg. 11.

5. Page 5, B.3 Statement of Work, 1.0 General 1.2 states “Retesting may be required in the event samples return positive results.” Will the government continue to test a source positive for non-pneumophila Legionella until it is reported as not detected?

A: Yes, but after a positive test the government will perform mitigation before retest.

6. Page 5, B.3 Statement of Work, 1.6 Scope of Work states that ice machines will be tested.

Can the government provide information on the number of ice machines per building?

A: There are several ice machines throughout all buildings. Testing will not need to be done at every ice machine but testing will need to be done at those ice machines identified by the VA when the quarterly test is scheduled.

7. Can the government indicate if ice alone will be collected, water used to make the ice will be collected, or if ice plus water will be collected? This information impacts the size of bottle used for those sources.

A: Only water will be collected.

8. Page 7, 3.0 Contractor Responsibilities, Tasks 2 – Can the government clarify or expand upon the need for Electronic Data Interchange (EDI) between the VA and the contractor? If it does not apply, can the government remove this requirement?

A: An Electronic Data Interchange such as a file exchanging software can be used to safely deliver documents to and from the VA.

9. Page 7, 3.0 Contractor Responsibilities, Task 7 – Can the government clarify if the contractor is responsible for collecting the water samples onsite at the VA facilities?

A: Contractor is responsible for collecting the water samples onsite at the VA facilities.

10. Page 7, 3.0 Contractor Responsibilities, Tasks 3, 5, and 8 – This work is for water testing.

Can the government clarify the references to PHI and HIPPA in relation to this solicitation? If they do not apply, can the government remove the references?

A: PHI and HIPPA are not related to the tasks but are included for awareness as contractors are expected to collect sampling within the facility and may include patient areas.

11. Page 6, Table 1, Dental – Can the government provide the number of samples to be collected from each campus (Vancouver/Portland)?

A: Approximately: 100 HPC samples – Portland, 60 HPC Samples – Vancouver, 20

Water Samples for Legionella Testing per building identified in Table 1 (Vancouver

Bldgs. 1, 11, 12, 18, 25, Portland Bldg. 100) to total 120 samples per quarter.

12. Page 6, Table 1, Dental – Can the government indicate the number of samples expected to be collected during a collection event?

A: 100 HPC samples – Portland, 60 HPC Samples – Vancouver, 20 Water Samples for

Legionella Testing per building identified in Table 1 (Vancouver Bldgs. 1, 11, 12, 18, 25, Portland Bldg. 100) to total 120 samples.

13. Page 6, Table 1, Dental – Can the government clarify if the number of Quarterly Anticipated

Retests for the cooling towers refers to Legionella or HPC testing?

A: Quarterly Anticipated retests refers to either legionella or HPC.

14. Page 4, B.2 PRICE/COST SCHEDULE – Can the government indicate when services will begin for this contract?

A: Services will be scheduled quarterly as needed after award in accordance with

Section 1.5 of the PWS.

15. Will the VA provide pre-labeled sample containers and shipping logistics, or is the contractor expected to supply kits and manage sample transport?

A: Contractor is expected to supply and manage transport.

16. Will the VA ensure that its on-site personnel performing Legionella sampling are trained and certified in accordance with CDC, EPA, or ASHRAE sampling protocols? If not, is the contractor expected to provide sampling services, training, or oversight for proper sample collection procedures?

A: Contractor is expected to provide sampling services, training, and oversight.
