About this file

This is Amendment 0001 to RFQ 36C26025Q0194 for Urinalysis Test CPRR BPA - VISN 20, extending the proposal due date to March 19, 2025 at 3:00 PM PST. The amendment provides answers to seven questions about technical requirements for urinalysis testing equipment and configurations.

Key clarifications include: the VISN prefers blended CPRR rates across all labs for micro and chemistry testing; sites requesting two chemistry machines can have either mirrored instruments or a smaller backup unit depending on space constraints; backup semi-automated chemistry machines should be strip readers that interface with DI; the main instrument must have direct automated specimen pathway between chemistry and microscopic testing but this is not required for backup units; only Spokane plans to connect urinalysis to lab automation lines in the future; add-on testing requires fresh aliquots; and equivalent FDA-approved technologies are acceptable for microscopic analysis capabilities. The amendment requires one signed copy to be returned to the issuing office.

Questions & Answers

1. Document titled “Attachment C - V20 BPA Price List” allows for vendors to submit split Micro and Chemistry CPRR pricing. Does the VISN prefer site-specific CPR rates that vary between sites based on their testing volumes and requested equipment or does the VISN prefer to have the same blended CPRR rate across all labs for Micro and Chemistry? For better pricing, the labs prefer blended CPRR rate. For Portland, we have high test volumes and may decide to buy a UN regardless of the contractor. I would want other VA hospitals to have the lowest pricing possible given that consideration.

2. Document titled “Attachment A - V20 Estimated Urinalysis Test List Volume” lists Analyzer Configuration in the right column. For sites requesting “(2ea) Chem Machine” are these to be Mirror Image analyzers? Based on physical space, some sites can accommodate two mirrored instruments, while some with limited space would want a smaller footprint backup instrument, providing the chemistry portion without the microscopic ability to conserve space.

a. Is it preferred or required that chemistry analyzers have matching chemistry technology for standardization and to ensure correlation of results between analyzers? Preferred but not required if limited space is considered. The chemistry analyzer would need to have a standalone option if space is limited and cannot attach to the unit due to space.

Analyzers must be able to function interchangeably for one another if one instrument is down.

3. Document titled “Attachment A - V20 Estimated Urinalysis Test List Volume” lists a “Backup Semi-Automated Chem Machine” requirement for two locations. Are you able to further define “Semi-Automated” characteristics and level of automation? For backup semi-automation, a chemistry strip reader that interfaces with DI to release results based on established parameters. Staff can manually load strip after application of sample and for the analyzer to produce timed results.

4. The B.1 Statement of Work section C. Equipment Requirements state “There must be a direct, automated specimen pathway between the chemistry urinalysis specimen sampling and testing and the microscopic urinalysis sampling and testing.”

And “Instrumentation shall have auto reflex testing capability for specimens which require sediment analysis.” To meet these requirements should both Chem Machines be connected to the sediment analysis analyzer for full automation no matter which Chem Machine samples are ran? Yes, I’m imagining a setup like the dual XN analyzers in the XN-3100 configuration. When one is down, there is no interruption in slide-making or Cellavision analysis. For the main instrument, the ability for sample to progress from chemistry to microscopic is required but not for the backup chemistry since some sites have space constraints.

5. Which labs may consider connecting their Urinalysis solutions to Lab Automation Lines in the future? For these labs, is compatibility of proposed solutions to connect to automation lines preferred or required? Due to space, some labs do not have the ability to utilize an automation line at all. Spokane is working to install an automation line and in the future, would like to consider connecting Urinalysis.

6. The B.1 Statement of Work section C. Equipment Requirements states Instruments shall “allow patient sample to be used for repeats or reruns on the same or different instrument.” Does this also apply to add-on testing in other sections of the lab should it be required to use the same sample? No, add-on samples should have fresh aliquot.

7. The B.1 Statement of Work section C. Equipment Requirements states “k.

Microscopic analysis must have the ability for the instrument to identify cellular microscopic components and provide reviewable digital images.” We kindly ask “Or Equivalent Technology” to be added as not to prevent equal and open competition by vendors who use alternative technologies to provide the same FDA Approved results. Agreed; equivalent technology that is FDA approved results.
