About this file
This is an amendment (0001) to solicitation 36C26025Q0132 for Grounds Maintenance & Snow Removal services at the Boise VA facility, issued by the VA Network Contracting Office 20 in Vancouver, WA. The amendment incorporates questions and answers while maintaining the quote deadline of January 29, 2025, at 17:00 PST.
The Q&A addresses several contractor inquiries regarding price schedule modifications, labor hour ceiling limits, and service specifications. Key clarifications include: no changes to the price schedule structure for dethatching, verti-cutting, and aeration tasks; lawn chemical applications need to be applied in mid to late April; Billbug preventative spray must be included in pricing; and contractors must track labor hours and obtain CO approval before exceeding ceiling limits. The amendment maintains the existing pricing structure despite requests to separate leaf removal services and add threshold hours for line items 0004-0011, 1004-1011, and 2004-2011.

Question & Answer
Q1. Would the government consider modifying the Price Schedule and create an optional task for Dethatching; and an optional task for Verti-cutting; and a required task of aeration?
A1. The Boise VA has considered this question. At this time there is no change to the price schedule.
Q2. Can the government clarify the activities and adjustments that may occur to the award if the ceiling is reached? Does work stop once hours have been reached? Would the government consider using the average annual events (20) and have a FFP contract/CLIN thus equalizing the risk of the events and occurrences? Can the government provide clarity to either of the scenarios described above if there are less than 20 annual events and if there are greater than 20 annual events: and/or when the ceiling LH has been reached?
A2. Per section 17.4 of PWS, “Each quantity of LH is a government estimate for the year, not guaranteed and is a ceiling limit the Contractor exceeds at its own risk. In the event the quantity is required to be increased (for example, in case of increased snow fall resulting in more hours used), the Contractor shall notify the COR or Government POC and CO of modification required to increase number of hours before the ceiling limit is met.” It is the responsibility of the contractor to track the labor hours used. The contractor shall notify the COR and CO if more labor hours are needed. A contract modification or verbal notice from the CO must be received in advance, otherwise the contractor exceeds the ceiling limit at their own risk.
Q3. Will the government require the current awardee to apply the first application of lawn chemicals, including pre-emergent, to address the early prevention of crabgrass and broadleaf plants?
A3. The application of lawn chemicals needs to be applied in mid to late April.
Q4. Section 5.4.1 “the contractor shall apply 1 Billbug preventative spray application per year for the lawn when directed by the COR or Government POC” Will the Government please clarify this Task as to the frequency and should this pricing be included in the bid price? Would the government consider this an optional CLIN or line item that is bid and the government then has the option of exercising the optional line item quickly.
A4. The Billbug application needs to be included in the pricing.
Q5. Will the Government consider separating Leaf Removal Section 5.3 as a separate line item where the Offerors can price/bid based on occurrence or a set of quantity of hours?
A5. The Boise VA has considered this question. At this time there is no change to the price schedule.
Q6. Would the government consider adding a threshold on the hours to prevent the possibility of reaching 100% used for all line items 0004-0011; 1004-1011; and 2004-2011?
A6. The Boise VA has considered this question. At this time there is no change to the price schedule. However, reference A.2 above for how a modification or verbal authorization from the CO would need to be received.
