About this file
This document is a Request for Information (RFI) list related to a federal contract opportunity for the Department of Veterans Affairs to replace the steam connection to Building 14. The key details include:
The federal contract opportunity is for Solicitation Number 36C26024R0107, titled "Y1DA--668-24-112 Replace Steam Connection to Building 14". The acquisition is a 100% set-aside for Small Business concerns and will use a best value tradeoff source selection process. The RFI list covers questions and responses related to the scope of work, such as the starting and ending points of the steam and condensate line replacement, requirements for the condensate pump and steam tunnel, and specifications for concrete and asphalt work. The RFI also indicates that an asbestos survey has not been completed and will be the responsibility of the contractor.

36C26024R0083 668-24-112 Replace Steam Connection to Building 14M
RFI List
• Is the intent for the steam line replacement to start at the existing 1-1/4” steam supply valve located in the vault between buildings 2 and 3? Yes, the intention is for the steam line replacement to start at and include the replacement of the steam supply valve located in the vault between buildings 2 and 3.
• Is the intent for the condensate line replacement to start at the existing ¾” gate valve located in the vault between buildings 2 and 3? Yes, the intention is for the condensate line replacement to start at and include the replacement of the gate valve located in the vault between buildings 2 and 3.
• What is the stopping point for the 1-1/4” steam line and ¾” condensate line replacement in building 14? The stopping point will be at the lowest point on the vertical risers for both steam and condensate piping where the replacement of the trap station at the bottom of the pit will be included. Any steam trap(s), valve(s), and associated piping below this point will be replaced. See image below with red line marking approximate end point.
• During the site visit on 08-27-24, the existing condensate pump located in the mechanical room in building 14 appeared to be leaking. Will repairs or replacement of these components be required as part of this project? The existing condensate receiver/pump located in the Building 14 mechanical room is not within the scope of the project and will not be replaced as a part of this project.
• Will the shop drawings be required to be presented in a CAD file? Shop drawings are not required to be presented in a CAD file, however, any changes to the existing configuration will need to be communicated in writing to the COR.
• Can the pumped condensate slope be the same 2% slope as the steam line? It is acceptable for the pumped condensate slope to be the same slope as the steam line.
• Is the intent to salvage the existing steam tunnel except for the lid, for use for the new steam and condensate lines? Yes, the intent is to salvage the existing concrete steam trench and to replace all other components within the steam trench. Steam trench lids that remain in good condition can also be reused.
• If the pumped condensate slope cannot be sloped to match the steam, will the existing tunnel allow for the 4/10 percent of slope? It is acceptable for the pumped condensate slope to be the same slope as the steam line.
• On the south side of building 3, there is a large deciduous tree that appears to be in direct conflict with the location of the existing steam tunnel. If the tree must be removed, what are the requirements for replacement type/size? There are no requirements for replacing the tree. If the tress must be removed, match the affected area to the surrounding area without planting any new tree(s).
• During the site walk we identified the likely location of the existing steam lines/tunnel as it enters building 14. If the location is correct, it is directly beneath the existing walls and slab for the access ramp on the east side of building 14.
For construction, would it be acceptable to demo the existing slab but leave the stem walls in place to be able to access both areas underneath the ramp and outside of the ramp? If in the process the ramp is meant to remain operational and the structural integrity of the ramp is kept intact, this is an acceptable method.
• Are there any structural plans/details available for the ramp on the east side of building 14? See Attachments with all Building 14 Original Drawings, including structural drawings and details.
• Has an asbestos survey been completed for this project? If not, will this be the contractor’s responsibility? An asbestos survey has not been completed for this project and will be the responsibility of the contractor. See section 3.18 of the Statement of Work.
• For areas where asphalt removal and replacement are required, is there a minimum thickness requirement for the asphalt replacement? Match to preexisting conditions.
• East of building 14, there is a concrete slab with a ramp where a large bus was parked during the site visit. It is anticipated that the existing steam tunnel is located underneath part of this slab. What are the requirements for concrete thickness and reinforcement for this area? Match to preexisting conditions.
• On Pg.1 Scope Of Work 2.1 & detail #8 on plumbing drawings 14-P3 Tunnel support. If the existing pipe supports are deemed to be in good condition, is replacement still required? Yes, all pipe supports are required to be replaced.
