Questions and Answers 663-22-103 Electrical Coordination Study Arc Flash Panelboard Labels

Question 1: I believe two of my questions were answered via updated information on SAM. I still need to confirm the roles listed on the solicitation are all required, specifically you want more than one electrician resume, or can a company we would contract for this project be referenced in section H in lieu of a resume? Also, you want a Fire Protection and a Life Safety engineer resume? Or would a dual role suffice?

VA Response: Required Personnel on SF330 Section E: Not all roles listed under selection criteria 1 are required to be listed on the SF330. However if there is a known specific person that will be fulfilling one of those roles, they should be included in Section E of the SF330. Information on known subcontractor electrician companies may be included in Section H as additional information.

Dual Roles / Fire Protection & Life Safety Engineer: A dual role would suffice provided that the individual meets all requirements (certification and experience) for each role.

Question 2: Can you also clarify this section on page 6: “Where construction applies, three (3) of the five

(5) example projects must have construction completed or construction substantially (50%+) complete.

For studies/surveys, Three (3) of the five (5) example projects must be completed or substantially (50%+) complete.”

Does this mean because this pursuit is in fact a study, a minimum of 3 projects should be studies that are

50% or more complete? The way this is worded makes me think I need 6 projects total.

VA Response: Clarification for past project experience submissions: List a total of a minimum of three (3) and a maximum of five (5) example projects. If an example project is a study or survey, it must be completed or substantially (50%+) complete. If the example project is a construction project, it must have construction completed or construction substantially completed (50%+).

Question 3: In conducting previous studies, we have found that the only disciplines required are

Electrical, Project Manager, QA/QC Manager, and Cost Estimator. Additionally, we do not typically include a resume in our SF330 for an Electrician. We usually hire a local electrician who is familiar with the facility at the time of contract award.
