About this file

This document is an amendment to a solicitation for construction services to abate asbestos-containing materials (ACM) in the crawlspace of Building 1 at the Mann-Grandstaff VA Medical Center in Spokane, Washington (Solicitation No. 36C26024R0078). The amendment provides answers to questions received regarding the scope of work, including details on excavation and concrete placement, rerouting of ductwork, access requirements, and air clearance inspections. The base proposal is to address the scope of work as described in the solicitation documents, with alternate proposals for alternate means and methods also accepted. The VA does not have a preferred access to the work area, and the final air clearance inspection will be performed by the VA's professional industrial hygienist. The agency is open to considering past performance projects beyond the 5-year period specified in the solicitation.

Dennis Einarson Contracting Officer

1. Is it the governments intent to have the entire Area of Work abated to the 6” depth which represents approximately 80 cubic yards per your environmental report?

Answer: Refer to 668-24-110 Statement of Work_2024-4-24 paragraph 2.1. Base proposal is to address the scope of work as described in the solicitation documents. Alternate proposals to address alternate means/methods may be included along with the base proposal. Selection of award will be based on the requirements of the solicitation.

2. Is the contractor expected to excavate down to level elevation consistent with the building footing to properly place 4” concrete slab throughout the crawl as shown in crawlspace diagram which is to include the unexcavated space?

Answer: Perform earthwork necessary for concrete to be placed as shown in C005 - Concrete Drawings per 668-24-110 Statement of Work_2024-4-24 paragraph 2.1. Slab on grade shall be “flat”, ¼ inch in 10 feet refer to 668-24-110_SPEC BINDER, 03 30 53 paragraph 3.5.

3. Can the government be more concise concerning the actual scope and area that is to receive concrete?

Answer: The VA does not understand the intent of the question. The entire C005 mechanical crawlspace is to have the asbestos contaminated soil encapsulated and all soil covered with concrete per C005 - Concrete Drawings.

4. (reference site-walk) What is the procedure/requirements for rerouting the existing ductwork for access?

Answer: Ductwork rerouting is not required, refer to 668-24-110 Statement of Work_2024- 4-24 for scope of work. Base proposal is to address the scope of work as described in the solicitation documents. Alternate proposals to address alternate means/methods may be included along with the base proposal. Selection of award will be based on the requirements of the solicitation.

5. (reference site-walk) Does the VA have a preferred access for the project?

Answer: The VA does not have preferred access to the work area. Contractor to prepare plans per 668-24-110_SPEC BINDER, 01 00 00.

6. (reference 02 82 11 – 3 1.3) For bidding purposes, will a third-party inspector for air clearances be provided by the VA?

Answer: The final air clearance inspection is performed by the VA Professional Industrial Hygienist (VPIH/CIH) per 668-24-110_SPEC BINDER, 02 82 11, paragraph 3.6.C.

7. (reference 03 30 53 – 10 3.8B – Slab Finishes) Is a float finish acceptable for the slab on this project?

Answer: Broom finish the slab except float finish is acceptable in lieu of a broom finish for the reduce height area, e.g. the area east of the sloped concrete.

8. (reference site-walk) Does any of the ACS have to be removed, or can it all be encapsulated in place, prior to concrete placement?

Answer: Encapsulate the exposed asbestos contaminated soil and perform earthwork necessary for concrete to be placed as shown in C005 - Concrete Drawings per 668-24-110 Statement of Work_2024-4-24 paragraph 2.1. Base proposal is to address the scope of work as described in the solicitation documents. Alternate proposals to address alternate means/methods may be included along with the base proposal. Selection of award will be based on the requirements of the solicitation.

9. (reference site-walk) Are there any minimum clearance requirements between top of slab and existing mechanical piping or ducting?

Answer: Block out area(s) around existing equipment in order to maintain necessary operating clearances per 668-24-110 Statement of Work_2024-4-24 paragraph 2.2.

Additionally, provide 4 inches minimum clearance between ducting or piping and the slab except for plumbing intended to be run below grade. Provide 18 inches minimum clearance no less than 30 inches wide for personnel passage on the south side of the crawlspace between the slab and ducting.

10. (reference 03 30 53 – 5 2.3 Cast in place concrete) Can a self consolidated concrete mix be utilized?

Answer: Concrete is to meet the material properties per 668-24-110_SPEC BINDER, 03 30 53 section 2.3.

11. (reference site-walk) What are the restrictions on maintaining access on the emergency lanes on the front of the building?

Answer: Emergency vehicle access to the building must be maintained to urgent care between hours of 0700-1900. Refer to 668-24-110_SPEC BINDER, 01 00 00, Section 1.5 and 1.6.

12. (reference site-walk) Can we utilize the emergency exit directly west of the crawlspace for temporary routing of ductwork and concrete pumping?

Answer: Contractor shall not obstruct access to areas adjacent to Room C005 per 668-24- 110 Statement of Work_2024-4-24 paragraph 2.2.1. However, temporary, short duration restricting of space maybe considered.

13. Would the VA consider past performance projects at the facility that extend out further than the 5 years listed in the Solicitation?

Answer: Nothing precludes the addition of projects not meeting the recency definition.

Please refer to Section M of the Solicitation for how past performance will be evaluated.
