3. PROPOSAL EVALUATION AND SUBMISSION REQUIREMENTS
3.1 To arrive at a Best Value decision, the Source Selection Authority, using the SSEB documentation will integrate the evaluation of Technical Expertise, Past Performance, and Price. Technical Expertise and Past Performance are equal, and when combined, are significantly more important than Price.
3.1.1 A firm fixed price award will be made to the highest technically rated qualified construction contractor at a fair and reasonable price whose offer conforms to the solicitation, and which results in the best value to the Government, all factors considered. While the Government will strive for maximum objectivity, the evaluation process, by its nature, is subjective and therefore, professional judgment is implicit throughout the entire evaluation process.
3.1.2 Offeror may, at the discretion of the Government, be asked to provide information for clarification purposes regarding their proposals. Requests for such clarification information do not constitute discussions.
3.1.3 The offeror shall be held responsible for the validity of all information supplied in his/her proposal. Should subsequent investigation disclose that the fact and conditions were not as stated, the proposal may be rejected.
3.2 VOLUME 1 – Factor 1, Technical Expertise to include Subfactors A-B Subfactor A Specialized Experience is more important than Subfactor B Personnel and Organization.
3.2.1 General Instructions: The Technical proposal shall be prepared in accordance with the instructions and format given in this factor. Failure to provide a technical proposal in accordance with this factor and the solicitation may render an offeror’s proposal incomplete and ineligible for award. Offerors are strongly cautioned to follow the format in preparing their proposals. Include the question before each narrative. This will allow for ease of evaluation. Technical Proposals shall not include price or pricing information.
3.2.2 General Instructions: Volume 1, Factor 1, Subfactors A-B question narratives and required attachments should include necessary information regarding the offeror’s ability to perform complete required construction services. Offerors are strongly encouraged to review the evaluation information as they complete their Volume 1. The Technical proposal shall be submitted in accordance with the instruction contained herein.
3.2.3 General Instructions: Each question should be covered in sufficient detail to clearly address all required information. Answer questions in order presented. In the event you reference another document or part of the proposal you must be clear as to where the information can be found to answer the particular question(s). Such statements as see Company profile or see Schedule are not acceptable. You must indicate on what page of the proposal the answer can be found in the referenced document. Failure to do so may make your proposal non-compliant.
3.2.4 Subfactor A. Specialized Experience. The Government will evaluate the offeror’s experience required for this project with relation to compounding pharmacy renovation projects or similar specialized projects equivalent in complexity and comparable size. Submit a minimum of one (1) and up to three (3) hospital renovation construction projects or similar specialized projects and a narrative that best demonstrates your expertise on projects that are similar in scope, magnitude, and complexity to the RFP. The Government will evaluate the offeror’s projects and narrative and answers concerning their expertise on projects similar in scope, magnitude, and complexity.
The narrative description for each project shall include how the offeror managed the following items:
· Requirements for positive and negative pressured clean room type environments in the performance of work
· Quality Construction Management and project completion related to the carpentry and HVAC project requirements
· Project phasing and minimizing disruption to hospital operations that require construction in a functional and occupied workspace. VA needs to ensure continuity of hospital operations by moving existing operations from the prior workspace into the newly constructed partial (and eventually fully completed) workspace that is created through construction phasing.
(For each project provide a completed EXHIBIT A, PROJECT INFORMATION SHEET FOR CONTRACTORS. Please submit narratives on separate pages).
The Government evaluation will consider the offeror’s and their team’s experience with relevant projects. Significant consideration will be given to projects where team members served in the same role (i.e. Prime, subcontractor) as they will be fulfilling in the current project. Contractors that do not have relevant experience to meet the solicitation’s minimum requirements may be eliminated from consideration.
Projects submitted shall be completed within the past five (5) years of the date of issuance of this RFP for compounding pharmacy renovation or similar specialized projects. A project is defined as a construction project performed under a single task order or contract. Higher ratings will be given to firms showing experience on compounding pharmacy renovation projects, firms showing experience completing similarly complex renovation projects performed within the last three (3) years, firms who have completed multiple similarly complex projects, and firms whose narrative clearly demonstrates understanding and management with relation to hospital renovation projects or similarly specialized projects equivalent in complexity and comparable size.
3.2.5 Subfactor B. Personnel and Organization: The Government will evaluate the offeror’s proposed team to ensure the primes and/or subs are capable of performing the work. Contractor’s will be evaluated according to the technical expertise and specialized experience of their Key Personnel and Organization to demonstrate proficiency in accomplishing a project of this scope and magnitude. This will include each firm’s overall organization as well as individual’s qualifications to perform the work. Contractors and their staff that demonstrate successful prior experience working together with their proposed subcontractors will be rated more favorably than contractors that are unable to demonstrate prior experience working with their proposed subcontractors.
Submit the names, duties, employee or subcontractor, levels of responsibility, education, training, and experience in managing construction projects of the following Key Personnel on the contractor’s team. (Resumés are acceptable ways of providing this information). Key personnel must meet the minimum requirements as described in the SOW.
Key Personnel Project Manager Project Superintendent(s) Quality Control Manager
3.3 VOLUME I - Factor 2, Past Performance The Government will evaluate the offeror's past performance to determine the level of confidence that the contractor will successfully perform the current requirement. The Government will rate an offeror's Past Performance for projects identified in their Offer under Factor 1, Technical Expertise, offeror provided past performance meeting the requirements of this section, and other related experience the Government obtains. The Government may evaluate present and past performance information by using data independently obtained from other Government or commercial sources, including, but not limited to: Government databases; personal business experience with the offeror; and information provided in the Project Information Sheet for Contractors, (EXHIBIT A); Subcontractor Information and Consent Form (EXHIBIT B); Past Performance Evaluation Questionnaires, (EXHIBIT C) completed by the offeror’s references. Past Performance will be evaluated utilizing a Performance Risk Rating (see 3.6.4 Past Performance Risk Rating Table below) considering all potential evaluation criteria identified in this section.
3.3.1 Past Performance Submission Requirements.
3.3.1.1 Past Performance References – REQUIRED – Offerors shall prepare and submit to prior client(s) of up to three (3) Past Performance Evaluation Questionnaires (EXHIBIT C). All projects listed under Factor 1, Technical Expertise should have a form completed.
3.3.1.2 Completed Performance Questionnaire shall be emailed to the Contract Specialist:
Email: lorna.craig@va.gov Subject Line: 531-22-108 PPQ Expand Pharmacy PPQ shall only go directly to the Contract Specialist and not back to the offeror.
All past performance questionnaires shall arrive no later than the closing date and time for receipt of proposal shown in Block 13 on the SF 1442. Offeror or subcontractor must not review the Past Performance Questionnaire prior to submission. They must be submitted by the client/evaluator directly to the Contracting Officer.
3.3.1.3 Offerors should follow-up and encourage references to get the questionnaires to the Contracting Officer in a timely manner. Do not include copies of the letters or questionnaires in the proposal.
3.3.1.4 Offerors lacking relevant Past Performance experience may submit information regarding predecessor companies, key personnel who have relevant experience or subcontractors that will perform major or critical aspects of the requirement if such information is relevant to this acquisition. Such information shall, as a minimum, include Name(s) of Predecessor Company/Subcontractor and/or Key Personnel and include Complete Address and Point of Contact; Telephone, Fax Number and email address; and a brief synopsis of the experience (a resume may be submitted for "Key Personnel") and relevancy to this project.
3.3.2 Other Past Performance Information The Past Performance information on contracts not listed by the offeror, or that of planned subcontractors, may also be evaluated. The Government may contact references and contact parties other than those identified by the offeror, and information received may be used in the evaluation of the offeror’s Past Performance. The evaluation may take into account Past Performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to this acquisition. If multiple subcontractors are provided for the same discipline, the government will use the lowest rated subcontractor in the evaluation. The Government reserves the right to obtain and evaluate Past Performance information from any source it deems appropriate. Evaluation will include the past performance of offerors in complying with subcontracting plan goals for small disadvantaged business (SDB) concerns. For offerors that are joint ventures, the evaluation will take into account past performance of the joint venture. If the joint venture does not demonstrate past performance for award, the contracting officer will consider the past performance of each party to the joint venture.
3.3.3 Past Performance Definitions
· Recency is defined as projects submitted shall be completed within the past ten (10) years of the date of issuance of this RFP.
· Relevancy is defined as performance of work on projects that are similar in scope and magnitude of effort and complexities to the type of project anticipated under the resultant contract. Common aspects of relevancy include similarity of service/support, complexity, dollar value, contract type, and degree of subcontract/teaming.
