Requested Salient Characteristics/Statement of Work
STATEMENT OF WORK (SOW)
1. Contract Title. Brand Name or Equal to Avidity Pulse software and hardware upgrade to Watchdog EX Local in Veterinary Medical Unit.
2. Background.
VAPSHCS Veterinary Medical Unit (VMU) requires a firm fixed price sole-source contract to upgrade Avidity Science Watchdog EX software and hardware necessary to support an upgraded virtual server. The Watchdog EX system ensures continuous central monitoring of animal room temperatures, mandated by VHA Directive 1200.07 (p15). Animal room sensors and controllers are installed in all animal housing rooms throughout the 3 buildings of the Veterinary Medical Unit (VMU) and are wired into a main controller panel. The controller software is maintained on a government-owned virtual server purpose-built for the software. The current Avidity server is running Watchdog EX on a server running an obsolete operating system (OS), which the VA has identified as a vulnerability.
3. Scope.
This is a one-time upgrade to both the Watchdog Pulse controller panel in building 34 and a software upgrade that will run on virtual server vhapugappwdog, upgrading from a legacy server running Windows 2012 OS (SDIA VLAN 729), to the VAIT-preferred Windows 2019 O.S. Shall Provide OEM Distributor Statement.
4. Specific Tasks.
Task 1. Controller upgrade for existing Pulse PCC Panel in building 34 for compatibility with Watchdog EX® Local.
Task 2. Watchdog EX® Local software installation on the government-furnished virtual server (vhapugappwdog).
5. Performance Monitoring (if applicable). Monitoring of contractor performance will be done by VMU supervisor and by VAIT computer specialist, both of whom are in regular contact with the contractor, Avidity Watchdog.
Includes continuous virtual and phone support during and after installation. Note, service contract 36C26020P0929 exists to cover this system.
6. Security Requirements.
The contractor employees shall not have access to VA sensitive or computer information and will not require routine access to VA Facilities. The contractor employees shall require intermittent access only and will be escorted by VA employees while at VA Facilities. No background investigation is required.
7. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI).
The software Watchdog EX Local will run on a government-furnished virtual server (vhapugappwdog), which was built by Puget Sound HealthCare System VA IT specialist , following specifications provided by the vendor. There is no GFI.
8. Other Pertinent Information or Special Considerations.
a. Identification of Possible Follow-on Work.
Contract 36C26020P0929 already exists for service of the controller and sensors.
b. Identification of Potential Conflicts of Interest (COI).
There are no COI.
e. Inspection and Acceptance Criteria.
The Watchdog system must be up and running on the day of installation. Vendor provides continuous virtual and phone support during and after installation.
9. Risk Control There is no risk to any human patient. Any risks to non-human patients housed in the VMU would arise if the server failed, thus disallowing the continuous monitoring of room temperatures. VA IT has alerted the VMU that the system is currently running on an obsolete operating system, as the current server is a vulnerability. Upgrading the server, the software and the controller will mitigate any possible risks to VA property.
10. Place of Performance.
The Watchdog controller panel shall be physically upgraded by Avidity personnel and is located in building 34, outside room 103, on the Seattle campus of the VA Puget Sound Healthcare System, 1660 South Columbian Way, Seattle, WA 98108. The software upgrade shall be done virtually by VA Puget Sound Senior IT specialist.
11. Period of Performance.
This is a one-time upgrade of hardware and software. Due to the vulnerability of the current system, the work will be scheduled as soon as the contract is awarded.
12. Delivery Schedule.
On the day of installation, a report will be generated by the Watchdog system to the satisfaction of the key personnel.
