Questions and Answers

1. B.2 Price/Cost Schedule, item 0002, 1004, 2004, 3004, 4004 - Contractor shall test mold bulk samples delivered by the Boise VA Medical Center for Total Alkalinity in accordance with the Statement of Work. Please clarify what is required. Total Alkalinity is not a part of mold testing.

A1. This was a typo, it should be “Contractor shall analyze mold bulk samples delivered by the Boise VA Medical Center for mold spore in accordance with the Statement of Work”.

2. B.2 Price/Cost Schedule, item 0005, 1005, 2005, 3005, 4005 - Contractor shall test wipe samples for hazardous drug residues delivered by the Boise VA Medical Center for Conductivity in accordance with the Statement of Work. Please clarify what is required.

Conductivity is not a part of USP 800.

A2. This was a typo, it should be “Contractor shall analyze wipe samples for hazardous drug residues delivered by the Boise VA Medical Center in accordance with the Statement of Work”.

3. B.2 Price/Cost Schedule, item 0006, 1006, 2006, 3006, 4006 - Contractor shall test water samples delivered by the Boise VA Medical Center for Conductivity in accordance with the Statement of Work. Is pricing being requested only for Conductivity and not the full critical water panel?

A3. This was a typo, it should be “Contractor shall analyze critical water samples delivered by the Boise VA Medical Center for Total Hardness”. It’s not the full critical water panel, just hardness with a minimum detection limit of less than 1 mg CaCO3/L.

4. B.3 Statement of Work item 5 table. For sample type Critical Water (Water) is Total

Hardness the only test being requested from the ST108 Panel?

A4. Correct, only Total Hardness is being requested.

5. D1. Wage Determination. Who is considered a covered worker? Is this applicable to the laboratory services being requested in this RFP?

A5. Covered workers are any workers identified in the Wage Determination (i.e.

Laboratory Technician) and does not include supervisor, management roles, etc.

It is applicable to the RFQ; however, please note the statement in SECTION D.1 in regards to the incorporated Wage Determination based on contractor’s location.

6. Can you tell me if each parameter, line item, must be bid or can we no bid some line items and remain a viable awardee?

A6. The VA will evaluate all responses using comparative evaluation set forth in Section E.8. Quotes will be evaluated by performing a direct comparison of one offer with another in a uniform manner to determine which quote provides the government with its needs, as identified in the RFQ.

7. On the price/cost schedules, item number 0003 is for Mold Air Samples, but says it’s ”for

Conductivity”.

A7. This was a typo, it should be “Contractor shall analyze mold air samples delivered by the Boise VA Medical Center in accordance with the Statement of Work”.

8. 0004 is for Mold Bulk samples, but says it’s “for Total Alkalinity”.

A8. This was a typo, it should be “Contractor shall analyze mold bulk samples delivered by the Boise VA Medical Center for mold spore in accordance with the Statement of Work”.

9. 0005 is for Hazardous Drugs, but says it’s “for Conductivity”.

A9. This was a typo, it should be “Contractor shall analyze wipe samples for hazardous drug residues delivered by the Boise VA Medical Center in accordance with the Statement of Work”.

10. The Critical Water test (sample type) references (test method) as Total Hardness. The price/cost schedule (item number 0006) calls for testing water Conductivity. These parameters are related, but not the same. Which one (or both) should we use for pricing?

A10. This was a typo, all Critical Water testing should be done for Total Hardness, not Conductivity.
