About this file

This document is a contract amendment that incorporates questions and answers received in response to the solicitation for Hazardous Material Testing, Laboratory Analysis services for the Boise VA Medical Center. The amendment provides clarification on the types of Hazardous Drug residues testing required, indicating that at most 20 sample parameters would be analyzed. It also clarifies that AIHA accreditation is required for asbestos analysis, rather than just NVLAP accreditation. The original solicitation has a period of performance from October 1, 2024 to September 30, 2029, with base and option years. The solicitation is subject to the Service Contract Act and incorporates the local wage determination for Ada County. Contractors are advised to reference sections E.2 and E.6 for quote and question submissions, and the basis of award information.

Question & Answers 1-2

Q1. The cost of the Hazardous Drug residues tests vary by a factor of 3 (some are 3 times as expensive as others). Could you give us a more specific breakdown of this testing for bidding purposes? Otherwise, we would be required to assume the highest price in order to keep from losing money. We understand that the number of tests doesn’t necessarily indicate the number of tests that will actually be performed.

A1. The types of Hazardous Drug residues we need tested are listed in the statement of work, these will be wipe samples analyzed for 1 parameter per sample, or if offered, 1 profile per sample swab. At most 20 sample parameters would be analyzed.

Q2. Our company is accredited by AIHA for mold analysis listed in the scope of work on page 13.

However, for asbestos bulk and air, we are only accredited by NVLAP. Will NVLAP accreditation be sufficient for asbestos analysis, or is AIHA accreditation required?

A2. No, NVLAP isn’t sufficient. The AIHA accreditation is a VHA requirement.
