About this file
This document is an amendment to a Request for Quotation (RFQ) for long-term cryogenic storage of hematopoietic stem cells (HSCs) for the Department of Veterans Affairs (VA), Veterans Integrated Service Network 20.
The amendment addresses several questions and provides clarification on the requirements, including: pickup and delivery locations and frequency, instructions to offerors, pricing for transportation and shipping, and the need for weekend delivery. The VA is expecting offerors to provide pricing for both the initial transportation of the HSCs to the storage facility as well as the transportation to the clinical site for administration. The RFQ requires a 24-72 hour turnaround time for delivery of the HSCs upon notification. The key objectives are to provide long-term cryogenic storage and on-demand delivery of HSCs for VA patients. The solicitation number is 36C26024Q0628.

1. QUESTION: Will the pickup for the Stem cells be from the VA hospital ?
ANSWER: No, the pickup will not be at the VA hospital. All pick ups will be at:
Fred Hutch Cancer Center Cellular Therapy Lab 1100 Eastlake Ave East Seattle, WA 98109
2. QUESTION: How frequent is the pickup from the location?
ANSWER: The frequency can be as little as weekly or as much as monthly.
3. QUESTION: Do you required frequent return of stored stem cell to your facility?
ANSWER: Yes, we need frequent returns (at least weekly).
4. QUESTION: This section mentions "(2) Technical or Quality: The quotation will be evaluated to the extent to which it can meet and/or exceed the Government’s requirements as outlined in the solicitation and based on the information requested in the instructions to quoters section of the solicitation." However, there is no instructions to quoters section in the solicitation. Can the government either revise this section to either delete reference to the instructions to quoters section or provide the instructions to quoters section?
ANSWER: The instructions to quoters can be found starting on page 46, titled “E.1 52.212-1 Instruction to Offereors”
5. QUESTION: The SOW specifically calls out that All freight transportation, shipping, and material handling costs associated with this solicitation for the cryopreserved/cryo-stored HSCs/cellular products, including the pre-conditioned liquid nitrogen cryo-shippers with bag holders or racks will be an expense incurred by the Vendor and not the responsibility of the VA Puget Sound .
Then the SOW continues with the following: This will include shipments from the VA Puget Sound’s local apheresis and cellular therapy laboratory in Seattle, WA, after initial Veteran HSCs/cellular product cryopreservation/freezing, and again when the HSCs/cellular product is requested for HSCT infusion . Further in the SOW, there is a statement that Costs associated with Transportation, Shipping, material handling, and project management will also be detailed .
There is also a price line in section B.2 regarding a unit price for the initial transportation of cell products, but no line item for shipment of HSC to the clinical site for administering to the patient. Please clarify if the VA is expecting to see a price for both the initial transportation to the repository from the clinical apheresis site as well as the transportation to the clinical site for administering of the HSC when needed or does the VA expect to have all Transportation/shipping be provided by the vendor and not as a separate charge to the VA for these activities?
ANSWER: The VA Is expecting to see a price for both the initial transportation to the repository from the clinical apheresis site as well as the transportation to the clinical site for administering of the HSC when needed.
