About this file
This document is a single source justification and combined synopsis/solicitation for the Department of Veterans Affairs to procure Generator FT10 electrosurgical energy platforms and related accessories from a single source. The Grann-Manstaff VA Medical Center requires updated Generator FT10 equipment from Medtronic that is compatible with currently used electrocautery pencils and handpieces to avoid additional training and equipment costs. Market research found two verified SDVOSB distributors for this requirement. The solicitation is set aside 100% for SDVOSBs and seeks quotes by February 9, 2023 for two Generator FT10 units, two carts, two standard footswitches, and two bipolar footswitches. Delivery is requested within 30-60 days to the Spokane, Washington VA medical center. The award will be made on an all-or-nothing basis to the responsible offeror whose conforming quote is most advantageous based on technical compliance and price.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
Last Updated: 02/01/22 Page 1 of 2
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID:36C260-24-AP-0567
1. Contracting Activity: Department of Veterans Affairs, Regional Procurement Office West, Network
Contracting Office 20, on behalf of Grann-Manstaff VA Medical Center.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Energy
Platform/generator required for all surgical procedures to maintain hemostasis by cutting and coagulating tissue and small vessels.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Limited as per FAR 13.106-1(b)(1)(i) Brand Name. The facility currently uses Valleylab FT10 energy platform, cart, standard footswitch and BIP footswitch. This request is to update currently outdated equipment that can no longer be repaired. The current electrocautery pencils and ultrasonic handpieces used will also be compatible with the updated version of the Brand Name equipment, preventing additional requirement for new pencils and handpieces. As the equipment is the updated version of what is currently being used, there won’t be any additional training required.
This requirement will be set-aside for SDVOSBs as Two or More SDVOSBs indicated they have the authority to provide the Name Brand supplies from the manufacturer. For these reasons, it is the decision of the Contracting Officer that limiting this procurement to one source is in the best interest of the Government.
4. Description of market research conducted and results or statement why it was not conducted:
Market research indicates this Generator FT10 is proprietary to Medtronic and that there are 2 or more verified SDVOSB distributors for this requirement. A Sources Sought Notice was posted on 12/19/2023 to 12/29/2023 and 2 SDVOSB vendors provided capability statements. Both vendors provided an authorized distributor letter from the manufacturer. The manufacturer, Medtronic, Covidien Sales sector, was emailed regarding the quote provided to the program office and if there was an available contract vehicle in existence, but the response didn’t provide any such contract information. Covidien is a subsidiary of Medtronic, which is not a small business under this NAICS.
A search on FPDS using the search term “Generator FT10” revealed multiple awards to Beacon Point, Marathon Medical, and Covidien Sales. There is an FSS contract with Covidien Sales, but no other vendors under GSA Library appear to carry the required items per their T&Cs/pricelist.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
