About this file
This document is an amendment to a solicitation for network cabling services at the Mann-Grandstaff VA Medical Center in Spokane, Washington. The Department of Veterans Affairs is seeking a contractor to provide network cabling installation and maintenance for its Veterans Integrated Service Network 20 locations. Services include installing new network cabling and conduit as needed, with licensed electricians required for both low-voltage and high-voltage work. The period of performance begins September 1, 2023. The amendment provides answers to vendor questions, clarifying that service contract wage determinations apply, existing licenses are required for bidding, and emergency response times of 6-8 hours for the Wenatchee location are acceptable. No material markups will be allowed given most materials are government-furnished.

Networking Cabling RFQ Q&A – 36C26023Q0609
Q1. Would the wage determination follow the Davis Bacon Act or are we to use the determinations provided with the solicitation? Not sure installing conduit and new dedicated circuits fall under Electrician / maintenance wage.
A1. The requirement is a service and not considered construction. Service Contract Wage Determination applies. See D.1-D.3.
Q2. We are licensed in Washington and are working on getting our license in Idaho. Can we still bid the project while trying to obtain the Idaho licensing?
A2. Due to period of performance starting 1 September 2023 and safety concerns, the contractor must have existing Washington and Idaho licenses at the time of quote submission. In progress licensing is not acceptable.
Q3. It states that the VA will reimburse for travel, would that include lodging for a longer work order as long as mileage?
A3. No. See 52.212-4(i)(ii)(D)(1).
Q4. Question on Permitting: Washington state requires plan review for permits on work in Hospitals and Health and person care facilities per WAC 296-46B-900 for some electrical work.
If the work order falls under the plan review requirements that could delay the permit process which will delay the work order.
A4. We accept the delay due to State permitting requirements. (PWS is updated)
Q5. Re: Item 3.14, Power Requirements on RFQ page 10 of 110, is there a licensed electrician requirement for high-voltage work, low-voltage work (i.e., 70 volts or less), or both? Also, how much high-voltage electrical outlet work would the VA anticipate under this RFQ?
A5. Yes, a licensed electrician requirement for both high-voltage work and low-voltage work is required. The requirement for high voltage electrical outlets is as needed.
Q6. Would the VA consider allowing vendors to add a fair and reasonable 5%, 10%, or 15% charge for material handling [per Section 4.4, bottom of page 10 of 110]? This would include the effort required to get the best pricing for the VA for necessary materials; generate the appropriate price quote; submit it for VA approval; order the item(s) in question; track the item(s) through the supply chain; and ensure the correct items are delivered to the VA facility.
A6. No. Most material is provided by the Government and minimal will be required by the Contractor to provide. To simplify administration of the contract, there will be no material mark-up allowed. Please reference 52.216-31 for how to price Time-and-Material contracts.
Q7. Would the VA allow vendors to have a more realistic 6- to 8-hour emergency response time for emergencies in Wenatchee, WA, due to the longer travel time to get to that facility from the greater Spokane metropolitan area? [Re: Section 5, Hours of Operations, RFQ page 11 of 110]
A7. Yes 6-8 hour emergency response to Wenatchee only is acceptable to the VA.
(PWS is updated)
Q8. Does the VA require vendors to submit Representations and Certifications information in their response [found mostly in RFQ pages 93 through 110 of 110]
A8. See E.12 52.212-3, 1st paragraph for instructions.
