Questions:
Q1: Pages 8 and 41 mention that "technicians shall be certified through an ISO 17025 business and provide proof of at least one-year of relevant trade schooling." We perform VA boiler inspections all the time and ISO 17025 has never been a requirement for similar VA boiler inspection contracts we have completed previously. I do not see how it is relevant to the scope of work. Can you please confirm that both the ISO 17025 certification and trade school experience are necessary to perform this contract?
Answer: The calibration devices used have to be iso 17025 certified in order to field calibrate which means they have to meet the specific requirements in order to use for calibrating. If One has the ISO 17025 certification then they are held to that standard.
Q2: - Introduction Section D of the Statement of Work on page 8 states that the contractor "must be able to respond to and to send a certified technician to any emergency service calls within 2 hours of notification and routine calls within 24 hours", however, there is no other.
Answer: This requirement is to insure that if there is a tuning issue that occurs we will have a technician on site within 2 hours for an emergency or within 24 hours for a non-emergency which is up to the VA to determine or we can call in another company to fix the issue.
Q3: Since ISO 17025 is not a standard VHA requirement outlines in VHA 1810 or BEI Boiler Plant Safety Device Testing Manual (7th Edition), can the requirement be removed or better defined? Since the site’s gauges and transmitters can be field calibrated can you please specify which devices may require laboratory calibration as indicated by ISO 17025? Additionally, if ISO 17025 requirement is not removed, will past performance on VA gauge calibration be acceptable?
Answer: The calibration devices used have to be iso 17025 certified in order to field calibrate which means they have to meet the specific requirements in order to use for calibrating. If One has the ISO 17025 certification then they are held to that standard.
Q4: Section 1D states that 2-hour response time is required for emergency and 24 hours for routine calls. However, no emergency support is indicated in the Price Schedule which would indicate there are no emergency support requirements. Could you please either add a CLIN for emergency support or remove any specific response time as the service visits will otherwise be scheduled with the site weeks ahead of time.
Answer: This requirement is to ensure that if there is a tuning issue that occurs we will have a technician on site within 2 hours for an emergency or within 24 hours for a non-emergency which is up to the VA to determine or we can call in another company to fix the issue.
Q5: • Section 6 states that all equipment must be fully functional and 100% of all instruments returned to acceptable working condition.
Answer: This is referring to if they are doing a safety test or calibration or tunning the must have the equipment they are working on able to go back online and cannot leave a job half done or not completed.
Q6: As this is a testing and calibration contract rather than a maintenance contract, could you please specify the contractor’s role in ensuring the site makes all necessary repairs?
Answer: Repairs would be anything that fails or needs replaced as part of the tune, safety devices, calibration.
Q7: Schedule specifies that only calibration and tuning is covered could you please remove the expectation that contractor is responsible for repairs or define how repairs will be billable by adding CLIN?
Answer: If repairs are needed that are outside the scope then there will be a mod request completed for the additional cost and up to the contractor to order and replace the part.
Q8: Are National Board Boiler (internal) Inspections included in this contract?
Answer: No Q9: Are all 4 boilers currently able to run up to 100% on both fuel sources?
Answer: Yes they can run to 100% but 1 is having issues right now with either the fuel or tuning ( which will be resolved before hand)
