Questions for Radiation Safety Officer

RFQ 36C26023Q0371 (also written as 36C26023Q0149)

1) Attachment C, SOW, Item 7, Security Requirements states “The contractor employees shall have access to VA sensitive or computer information that involves connection of one or more contractor-owned IT devices (such as a laptop computer or remote connection from a contractor system)”.

• Can the Government clarify if the offeror must provide its employee with a laptop or other IT device?

• If so, can the Government state exactly what type and specifications that device must adhere to?

Answer: the contractor should be able to access the necessary sensitive information with a contractor owned IT device. I will leave the specifications that the device must adhere to

IT.

2) Attachment C, SOW, Item 10, Period of Performance states “The period of performance shall be for a base year plus four (4) one-year option periods.”

• Can the Government state when it anticipates the base year will start?

Answer: Tentatively 45 Days after award but this isn’t a firm requirement. The POP will be discussed once the award decision is made

3) Attachment C, SOW, Item 12, Hours of Operation states the RSO will provide oversight of the VA SORCC Imaging Department 7:00 AM – 4:30 PM, Monday – Friday, except Federal holidays or when the Government facility is closed.

• Can the Government clarify if this means a full-time position (1 FTE)?

• Can the Government further clarify if the annual billable hours are 1912?

o 2080 annual hours o -88 hours (11) federal holidays o -80 hours (SCA mandated vacation)

Answer: this can be done with ½ FTE. This is based this off of the fact that White City VA is not a large facility and tracking the information is only for machine source radiation and not radionucleotides.

4) Attachment C, SOW, Item 12, Hours of Operation states the RSO will be available onsite within a reasonable amount of time for Emergencies.

• Can the Government clarify what it views as a “reasonable amount of time”? (i.e. 45 min call-back time? 60 min, 90 min, etc)

Answer: Since White City is only using machine source radiation it is decided that a 24 hour response time will be sufficient.

5) Combined Synopsis/Solicitation Notices states that each period of performance shall be invoiced quarterly.

• Will the Government consider allowing monthly invoicing to allay the burden quarterly invoicing might have on small SDVOSB’s?

Answer: No the government wants to measure quarterly use in order to do future planning for subsequent option years.

6) RFQ: Can the Government clarify if the RFQ is 36C26023Q0371 or 36C26023Q0149

The title of the solicitation is RFQ 36C26023Q0371
