About this file
This document is a comprehensive set of construction specifications for the Upgrade Vancouver Fire Alarm to Voice project at the Vancouver VA Medical Center. The project involves upgrading the existing fire alarm system to a new voice-enabled system across multiple buildings, with a focus on improving electronic safety and security infrastructure. The specifications cover detailed requirements for electrical installations, conduits, cabling, grounding, and commissioning of the fire alarm and communication systems.
Key technical specifications include installing a new fire alarm control panel (FACP) with an integrated network voice command, upgrading fiber optic network infrastructure, implementing a sequential migration of buildings to the new EST4 system, and ensuring comprehensive testing and commissioning in compliance with NFPA 3 and NFPA 4 standards. The project involves careful phasing to minimize disruption to the medical center's operations, with work primarily occurring outside standard business hours and requiring coordination with VA staff. The total project is part of VA Project No. 648-23-100, located in Vancouver, Washington, with construction documents dated August 8, 2025.

c. Break the fiber ring into a Class B circuit, temporarily extending it to the last panel before transitioning it to the
EST4 system. To accomplish this:
i. Take down and remove either the incoming or outgoing fiber cable from an existing buildings fiber loop cabling, keeping the building online with just one cable using two strands of fiber from the remaining cable.
This will require careful fiber plant management and planning.
d. Maintain the existing EST3 network while interfacing the EST3 and EST4 systems for zoned inputs.
e. Test the interfaces and ensure notification protocols function seamlessly.

ii. Install conversion/interface modules as necessary to ensure existing devices will integrate with the new building FACPs.
Phase II:
I. Buildings will be occupied during performance of work but immediate areas of alterations will be vacated.
1. Contractor shall take all measures and provide all material necessary for protecting existing equipment and property in affected areas of construction against dust and debris, so that equipment and affected areas to be used in the Medical Centers operations will not be hindered. Contractor shall permit access to Department of
Veterans Affairs personnel and patients through other construction areas which serve as routes of access to such affected areas and equipment. These routes whether access or egress shall be isolated from the construction area by temporary partitions and have walking surfaces, lighting etc. to facilitate patient and staff access.
