Solicitation Questions | Government Responses

1. Are contractor employees provided a physical workspace within VA office structure?

Government Response: No.

1. As travel looks to be substantial, will contractors be allowed to invoice travel costs in support of veteran assistance, home visits, housing assistance, etc.?

Government Response: No.

1. Will contractors be provided government furnished equipment?

Government Response: No.

1. Is this a staffing contract or is the contractor required as part of the contract to develop process and procedures surrounding the effort?

Government Response: There are National policies and requirements for the Community Housing and Outreach Services (CHOS) Program that must be followed when providing care to our Veterans. Vendors will not need to develop a process or procedure for anything that is already covered in these policies.

1. How many FTEs are being requested through this solicitation (is there a breakdown by location that can be shared)?

Government Response: The contract requires a caseload of 280 Veterans. With the staff to Veteran ratio being 35:1, that would break down to 8 FTEs plus a Housing Specialist and Supervisor. So a total of 10 staff. A Housing Specialist is not required, but helpful to have on staff.

1. In Section 3.1.5.h, page 12 of 86, the RFP states “The Contractor shall provide transportation for clients to attend appointments, PHA, SSA, landlords and benefits…” Question – Please confirm that local travel to perform these tasks will be billable to the Government. If it is not, will the Government please provide historical/utilization data as it relates to transportation for clients, to include home visits?

Government Response: Travel is not billable to the Government. Historical data regarding transportation is not available. Many of our HUD-VASH Veterans require transportation support.

1. In Section 4.3, page 17 of 86, the RFP states “Contractor shall have procedures in place to ensure Veterans clients have 24/7 access to case management services which shall include crisis management and referral.” Question – How is the current contractor satisfying this requirement?

Government Response: A phone is rotated among the team that is to be used for Veteran’s to contact the team 24/7.

1. Is there a file size limitation for the email submissions?

Government Response: A file size limit is not known. Technical Subfactor 2 is limited to a nine page response. Technical Subfactors 1 and 3 are three pages.

1. Can Offerors use 10pt Times New Roman in tables and figures?

Government Response: As long as the pages do not go above the page limit.

1. For Part III Past Performance, does the government require anything other than the PPQs submitted via our contract evaluators? If so, what is the page limitation on the narrative for each of the three contracts?

Government Response: PPQs must be emailed from the evaluators directly to the Veterans Affairs contract specialist. The page limitation is for the three technical subfactor responses.

1. Due to the short turnaround time and holiday weekend, we kindly request a one week extension so Offerors have adequate time to provide the VA with the best possible proposal responses and allow our PPQ respondents enough time to submit the forms.
