All cleaning of windows and repair/replacement of screens will take place at Roseburg VA Medical Center. (913 NW Garden Valley Blvd. Roseburg, OR 97471

2. Background. Exterior window washing combined with outside screen replacements and or repairs is needed to keep the appearance of our facility looking professional; and to provide safety to employees and patients by allowing the opening and closing of windows throughout the facility. The continuance of this task is dependent on outside sources due funding a full-time window washing and repair crew is not within reason. The washing of windows and screen maintenance is a seasonal occupation.

3. Scope. Contractor will furnish all labor, supervision, materials, and equipment necessary to accomplish complete window washing services as described herein that identify the buildings and the estimated number of windows and screens that require cleaning. A site visit is recommended since some windows may require lifts or other means to reach multiple level floors. The Contractor will be required to replace any window units or fixtures damaged during the accomplishment of contracted services.

The Contractor shall be responsible to the Government for acts and omissions of employees and /or contractors.

4. Specific Tasks.

4.1 All cleaning tasks shall be accomplished to meet all standards as follows:

4.1.2 Cleaning screens – Screens located and removed for cleaning (inside buildings) After removal, screens will be vacuumed with a portable vacuum, and wiped off using microfiber cloths, then reattached. Screens located and removed for cleaning (outside of building) are first removed, brushed clean using a soft bristled hand brush, then wiped down with clean microfiber cloth, reattached to the building.

4.1.3 Cleaning windows (exterior only)- Ground level windows are cleaned as follows; Using cleaning solution of Dawn dish/water 1:4 ratio, mixed in a hand pump spray bottle. After spraying with cleaning solution, windows are rinsed with filtered D-Ionizing water system, (D-Ionized system is water from outside spigot using a hose, attached to D-Ionized filter system) (system filters spigot water, so pure water is used to clean and rinse), then allowed to air dry.

4.1.4 Cleaning frames, sills, and sashes (exterior only) (remove peeling paint, dirt, soil, and other substances)– Utilizing the filtered D-Ionized water system, attached to a 55ft carbon fiber pole with brush to remove debris from window, sills, frames, and sashes. Rinse by same method without brush, Microfiber cloth is utilized if needed to remove additional debris, then final rinse, air dry.

4.1.5 Screens removed for cleaning must be replaced and securely fastened. Some screens may be attached by screws that will require tools to remove.

4.1.6 Contractor is required to re-clean if deficiencies are noted at no additional expense to the Government. Deficiencies would include, water drips, streaks, or smudges, on window glass, debris or cobweb on screens, sills, frames, and sashes. Recleaning is to be accomplished within 10 working days of identification. Recleaning is required until the deficiency has been corrected. Payment will be withheld until all areas are cleaned to the satisfaction of the VA. Re-clean will be reviewed, one on one with EMS Chief/Supervisor to determine the deficiency has been completed.

4.1.7 All damages caused by Contractor’s personnel will be repaired to previously existing condition at the Contractors’ expense.

4.1.8 Contractor must follow OSHA guidelines, policies, procedures, directives and the fire and safety regulations of the medical center.

4.1.9 Work of the Contractor is to be coordinated to prevent conflicts with the treatment of patients and the functioning of the facility. No medical apparatus will be moved without approval.

4.1.10 The Contractor personnel must report to EMS prior to beginning work for each day and will report back to EMS what they accomplished during the day before leaving the facility.
