RFQ 36C26021Q0591 Amendment #1 Question: Whether companies from Outside USA can apply for this? (like, from India or Canada) Answer: There is nothing in the FAR that expressly prohibits an offer from outside the US; however, the firm is required to be registered in SAM and must not be on the list of restricted sources (FAR 25.701) which includes Cuba, Iran, Sudan, Burma, North Korea and China. This RFQ is set aside for small business so the firm must also be listed as a small business under NAICS 541519 in the SAM Reps & Certs.

Question: Whether we need to come over there for meetings?

Answer: There may be times when the vendor would need to provide a person to come to the OFL in order to work on the software in the lab. Meetings if needed can be done via teams or other electronic means (per the end user).

Question: Can we perform the tasks (related to RFP) outside USA? (like, from India or Canada) Answer: Per the statement of work (SOW) for this solicitation: the contractor shall provide all service software, literature, licenses, and contractor support to operate the LMS, IOT digital lens designs, Opticom, and VisionWeb in-house at the VISN 20 Optical Fabrication Laboratory.

Question: Can we submit the proposals via email?

Answer: The specific instructions to submit quotes for this RFQ are stated as follows under quote preparation instructions: “Submit signed and dated offers to Contract Specialist Sharon Ploor via email to Sharon.Ploor@va.gov.”
