a. The Government is providing answers to solicitation questions.
Solicitation Questions:
1. Can You provide the most recent contract or task order number?
Government Response: Contract was previously awarded under Contract VA260-16-P-0473 on 2/29/2016 and FAR 52.217-8 was exercised. Award was to Stericycle, Inc.
2. In Section B.2 Paragraph 3, subparagraph b stats “the Contractor will have an office located no more than 30 miles away from either the Vancouver Division or the Portland Division”. How did the government arrive at a maximum distance of 30 miles from Vancouver or Portland Division? Is there any other acceptable distance?
Government Response: The contract has emergency clauses and covers emergency situations. Situations have occurred where the Government needs immediate, “non-emergency” waste pickups or additional help as outlined in the Statement of Work. If the pickups are not made the Government is in violation of Federal, State, and Local regulations.
The distance was chosen to stay away from showing bias toward companies located specifically in the city of Portland or the city of Vancouver. The Government will expand this radius to 50 miles as long as the company can respond when needed.
3. Clin 0014 - RCRA Black Pharmaceutical containers is the only Clin for replacement containers. Is the Contractor to assume all other waste containers (RCRA, hazardous and non-hazardous, universal waste containers of all sizes) are not to be provided by the Contractor?
Government Response: All containers are to be provided by the Contractor. This includes RCRA, Hazardous and Non-Hazardous, and Universal Waste Containers of all sizes.
3. There are no CLINs for new drums, poly drums, light bulb containers, etc. of any size. Is the VA supplying their own replacement containers?
Government Response: Although the VA may supply some used containers to be re-purposed for waste storage, the VA is not supplying any containers.
