CONTINUATION PAGE

Q. If this is a follow-on requirement, could you please provide the previous contract or task order number?

A. These services are currently being provided under 36C26021P0117.

Q. Is the estimate of 20 rooms for CLINS 1 and 2 accurate (6 singles and 14 double)? The SOW says 8,000.

A. The estimate of 20 (6 single/14double) rooms provided is per day. As stated in the Statement of Work the yearly estimate of 8,000 is per year based on available historical usage data.

Q. Can this be changed to SDBOSB set-aside?

A. A sources sought notice was issued via Contract Opportunities(www.beta.sam.gov) and no responses were received from Service Disabled or Veteran Owned Small Businesses (SDVOSB/VOSB). The rule of two has not been met. Therefor this is a 100% small business set aside, and all small businesses are encouraged to participate.

Q. I see in section 10 that the Set Aside is 100% for Small Business, which we are not? Is this correct or may our hotel/company bid directly on this solicitation?

A. The market research performed indicated that there were a sufficient number of small businesses in the commercial marketplace that perform these services. Any size business may respond to the solicitation, but only businesses classified as small by the Small Business Administration under NAICS code 721110 will be eligible for award.

Q. Per the Statement of Work, two (2) hotels/motels are required for backup and redundancy, are we allowed to submit more than one proposal to be considered for both?

A. Yes.

Q. VAPSHCS has shuttle service, can the Hotel schedule shuttle service through that office?

A. The shuttle service is to be provided IAW the Statement of Work by the lodging property.

Q. If shuttle service is not available via VAPSHCS, are we required to provide specific information in the proposal regarding the shuttle service for your approval?

A. Yes, as it must meet the pick up and drop off times described in the Statement of Work.

Q. Will the Department of Veteran Affairs provide a tax exemption certificate for hotel lodging to the awarded vendor?

A. Tax exemption form is not required in the state of Washington. See Washington State Department of revenue for more information.

Q. The Statement of Work specifies a need for six (6) single and fourteen (14) double occupancy units, however it does not state the exact number of days the rooms will be occupied. It also states the initial guarantee will be 500 room days yet the dates are not identified. Can you provide the dates these rooms will be needed?

A. We average about 20 room nights daily. 70% 2-bedroom and 30% single. 500 rooms is the minimum amount of rooms guaranteed for the life of the contract 5/1/21 to 4/30/26.

Q. Shuttle service is also a stated need, however is the shuttle service for all occupants or those without transportation?

A. All – most don’t have their own transportation Q. The Statement of Work says shuttle service is to be available at least 4 times daily, what are the hours of operation for the service?

A Twice in the morning and twice in the afternoon. Our current shuttle leaves the hotel at 0730 and 0900 and pickup for return from VAPSHCS is 1300 and 1500 Q. What type of shuttle service vehicle is needed, for example, is there a need for various types of vehicles such as handicapped van with lift, is a regular passenger van suitable?

A. Regular passenger van Q. When should shuttle service be provided for non-medical services such as shopping?

A. As determined by the hotel property based on availability.
