VA POC: Niel Chase at niel.chase@va.gov

Jacob Jackson Contracting Officer

1. In general automobile liability is carried/provided by the owner of the vehicle.

The SOW states the vehicles are government owned. Does the U.S. Government carry liability insurance on these vehicles? Yes.

2. How can a bidder provide automobile liability coverage on non-owned vehicles? The VA covers VA owned vehicles for comprehensive damage. The contract driver will need liability insurance to cover any damage from accidents that is their fault.

3. Is the Government intending to lease these vehicles to the bidder so that they can then obtain liability insurance on them? No.

4. Please provide detailed information regarding the number, make, model, size (8, 12, 16 passenger), age and miles of the vehicles to be insured so we can obtain an accurate insurance quote? The VA vans are 1-4 years old.

There are six Fords with two Mercedes. They are 8, 12 and 16 passenger vans that are wheelchair accessible.

5. There was no reference in the RFQ to comprehensive / physical damage automobile insurance to repair the government vehicle in case of an accident;

5.1 Does this imply that the government will facilitate any needed government vehicle repairs as the result of an accident by itself at no cost to the contractor? VA provides insurance coverage for damage to our vehicles unless the contract driver is at fault and then their insurance would cover the damage.

5.2 If not, will the Government consider adding that insurance requirement to the RFQ so that everyone will be bidding at the same conditions? Per legal guidance, the clause provided in the solicitation is sufficient in providing an outline of the contractor’s required insurance coverage.

INUSURANCE CLARIFICATION:

Liability insurance is still required by the contractor in the event of an at fault accident, due to misuse/neglect, or both by the contractor or contractor employees while using VA owned vehicles.

The VA insurance will cover accidents that are found to be at no fault to the contractor or contractor employees.

6. How many vehicles will be in operation at the same time so we will be able to assess how many drivers we will need to account for in our bid? Usually 4-6 vehicles in operation with additional vehicle drivers to be negotiated with the contractor as needed.

7. Will each vehicle be operational for 8 to 8.5-hours per day from 0800-1630? Yes, this is the basic tour of duty.

8. If a driver is still on their run to drop off beneficiaries and they are unable to return to the VA motor pool until 1730, will we get paid for the driver’s time until the van is returned to the VA motor pool? Yes.

9. How many vehicles will be provided access to for this contract? Usually 4-6 vehicles in operation with additional vehicle drivers to be negotiated with the contractor as needed.

10. What is the average miles driven per vehicle per day? This varies based on the locations for pick up and drop off and the number of runs scheduled. The service area is primarily within a 25 mile radius of the Seattle and American Lake divisions, however, occasional trips outside that area may be required.

11. What is a typical tour of duty for a driver on an average day? 8am – 430pm is the standard tour.

12. When is the first run of the day and when is the last run of the day? Some drivers may need to start as early as 5am or run as late at 6pm, but we try to overlap the drivers tours to minimize the long days.

13. On average how many beneficiaries are transported at the same time? This depends on the size of the vehicle and needs of the riders. Most runs are one passenger which includes the wheelchair patients, but there could be 2 or more. Due to Covid-19 precautions, we limit the number for riders to observe physical distancing, usually to no more than four riders per vehicle.

14. On average how many beneficiaries are transported by one van each day? This depends on the size of the vehicle and location. Some vans will make 2-4 short runs per day and other will make one long run per day. There could be between 1-4 riders per trip. The number of riders increases with the capacity of the van and how many wheelchairs are being transported.

When the larger vans are used, there is usually an increase in the number of riders.

15. Will the U.S. Government provide the fuel and maintenance needed to operate these vehicles? Yes.

16. What is the typical number of hours of driver coverage needed during a typical Saturday? We don’t routinely run the VTS vans on Saturday, but with Covid-19 vaccination clinics and dialysis patients, we may need Saturday drivers on occasion.

17. It is our understanding Sunday services are not expected to be provided – is that correct? That is correct.

18. How many miles does each vehicle drive approximately per week? This varies based on the locations for pick up and drop off and number of runs scheduled. The service area is primarily within a 25-mile radius of the Seattle and American Lake divisions, however, occasional trips outside that area may be required.

19. Please provide the number of vehicles, brand, model, size (8, 12 ,16 passenger), age, odometer readings. The VA vans are 1-4 years old. There are six Fords with two Mercedes. They are 8, 12 and 16 passenger vans that are wheelchair accessible.

20. Will contractors (and their employees) be paid from the beginning of the shift until the end of the shift; i.e. from 0800 through 1630 hours? The drivers will be paid for the hours that they work.

21. Is there an incumbent contractor providing these services presently?

This solicitation is for 6 contract drivers. Additional drivers may be negotiated based on the needs of the VA.

If so,

21.1 Who is the incumbent contractor?

21.2 What is the annual cost of their current contract with the VA?

21.3 How many drivers are they using to provide these services?

These services are currently being provided by Around the Sound Transpro. However, the VTS Contract Drivers requirement is now being solicited individually, rather than encompassed into a larger contract as they are currently.
