Solicitation 36C26019Q0119 Portland Wheelchair Transport Services
Date: 3 June 2019
Subject: Vendor Submitted Questions and VA Responses to Vendor Questions
Question 1: Can you tell me when the Sources Sought was published?
Answer 1: The Sources Sought 36C26018Q0160 was posted to FBO.gov on 01/25/2018.
Question 2: Would you consider setting aside this acquisition as a tiered evaluation method?
Answer 2: NO, because, based on the responses to our Sources Sought Notice, none of the small businesses who responded provided documentation that they were capable of performing the required services, so a determination was made to go out Unrestricted.
Question 3: Would you consider an extension of the due date?
Answer 3: At this time, there is no justification to extend the due date for vendor submittals.
Question 4: SF 1449 Front Page: The instructions indicate Box 12 is to be completed by the vendor but is currently has the terms of Net 30. Are you requiring a discount at Net 30?
Answer 4: Net 30 is standard language for vendor to be paid within 30 days of invoicing. If a vendor chooses to offer other terms for payment, then they can include them in Box 12.
Question 5: Section B.2 Price/Cost Schedule, Item Number 0001: Is this a flat charge for any one-way trips up to 15-miles?
Answer 5: Yes, the quantity in Item Number 0001 is the estimated number of trips per year within the 15-mile radius. The flat rate for each trip.
Question 6: Section B.2 Price/Cost Schedule, Item Number 0002: It is not clear how this Item Number is paid, please clarify?
Answer 6: The quantity in Item Number 0002 is the estimated number of trips per year outside the 15-mile radius. What is the rate you will charge for these trips? Flat or other. Answer to question 7 will address the actual mileage over the 15-mile radius.
Question 7: Section B.2 Price/Cost Schedule, Item Number 0003: Is this a variable per-mile fee for trips exceeding the 15-mile radius?
Answer 7: As addressed in the Performance Work Statement, Section A.1.1. Definitions: Mileage Rate & Mileage Threshed and Section A.1.13.1. Long Distance Mileage, if a vendor’s one-way trip is more than 15-miles, the vendor will be paid the flat rate for the first 15-miles and have a per mile rate for each mile beyond the first 15-miles.
Question 8: Section B.4 Performance Work Statement, Section A.1.1. Definitions – Concierge Service: This definition seems to indicate a requirement for an on-site customer service representative located at the Portland VA Medical Center. Is that correct? Or, can the person be remote as it seems to indicate on page 71?
Answer 8: The vendor shall have Concierge service at the Portland VA Medical Center during normal appointment hours of 7:30am – 5pm Monday – Friday, excluding Federal Holidays and have a local full-time dispatch available 24-hours a day, 7-days a week, 365 days a year. However, the concierge can act as dispatch while one duty as long as dispatch coverage is 24/7.
Question 9: Section E.1 Instructions to Offerors, General Standards of Responsibility, Item GP1: Please provide clarification on what would suffice as proof of adequate financial resources?
Answer 9: This contract alone will not support a vendor fulltime in the Portland Metro area. The vendor needs to provide proof that they are financially sound that they can provide this service. Any financial data will only be used for internal review and not shared with any outside individuals or entities.
Question 10: Section E.1 Vendor Checklist, Item 6: Item 6 references Section E.11, but there is no Section E.11 included in the request for quote (RFQ). Please clarify if this is an error and Section E.10 is the correct referenced section?
Answer 10: Yes, it is Section E.10.
Question 11: Section E.1 Vendor Checklist, Electronic Submissions: Is a hard copy submission also required if submitting electronically or is an electronic submission sufficient?
Answer 11: Vendor can submit an electronic version or hard copy version. Contracting does not require both.
Question 12: What is the current contract Number for wheelchair transport services?
Answer 12: The current contract is 36C26019P0728
Question 13: What are the current reimbursement rates?
Answer 13: See the current contract as noted in answer 12.
Question 14: When will the selected vendor be announced.
Answer 14: Within 90 days of the solicitation close date.
Question 15: Are there any current challenges the VA is hoping to resolve under this new transportation contract?
Answer 15: Not that we are aware of.
Question 16: Offeror provides a scheduling and coordination service; which offeror does not intend to subcontract to any third party.
For the avoidance of doubt, independently contracted providers with which Offeror schedules ancillary transportation services and other third parties Offeror engages to fulfill back office support functions (e.g., maintenance, janitorial, printing, software, data hosting and other similar providers) are independent contractors of Offeror and each maintain their own employees and equipment used in furtherance of their service delivery.
Therefore, Offeror does not consider such independent providers to be subcontractors or agents of Offeror for purposes of this RFQ and any resulting contract(s).
Can you please confirm that such independent providers shall not be deemed subcontractors or agents of Offeror for purposes of this RFQ and any resulting contract(s)?
Answer 16: Please refer to C.14, VAAR 852.219-9, VA Small Business Subcontracting Plan Minimum Requirements and C.16, VAAR 852-219-76, Subcontracting Plans Monitoring and Compliance.
If you need further clarification, contact your local or regional Small Business Administration office for guidance.
