OFOC SOP Revision 08 Page 1 of 3 Original Date: 03/22/11 Revision 08 Date: 04/18/2018
DEPARTMENT OF VETERANS AFFAIRS
Justification and Approval (J&A) For
Other Than Full and Open Competition (>SAT)
Acquisition Plan Action ID: 36C260-19-AP-2580
1. Contracting Activity: Department of Veterans Affairs, NCO 20, procuring for the Portland VA
Medical Center utilizing purchase request 648-19-2-9993-0034.
2. Nature and/or Description of the Action Being Processed: This is a new, firm fixed price, 6 month contract for Wheelchair Transportation Services. This procurement is conducted in accordance with FAR 13.5 Simplified Procedures for Certain Commercial Items and specifically FAR 13.501 Special Documentation Requirements, where acquisitions conducted under Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6, but still require a justification using the format of FAR 6.303-2.
3. Description of Supplies/Services Required to Meet the Agency’s Needs: The purpose of this contract is to provide Wheelchair Van Services for beneficiaries within the Department of Veterans Affairs, Portland Healthcare System (VAPORHCS) catchment area, for six months while a new longer term agreement is solicited and awarded. The catchment area is comprised of 27 counties in SW Washington and NW Oregon, which define the boundaries of the VAPORHCS area of responsibility.
The Contractor shall provide all vehicles, personnel, management, supplies, transportation, equipment and reports necessary for all Wheelchair Van Services. The period of performance is 5/1/19 – 10/31/19, and the estimated value is $695,953.10.

Metro West Ambulance Service, Inc.
is the incumbent contractor currently providing these services, and possesses a current Business Associate Agreement (BAA) with the facility. There is not enough time to perform background checks, establish a BAA and onboard a new contractor before the period of performance is required to start. Therefore, in order to maintain these critical services, it is the determination of the Contracting Officer that Metro West Ambulance Service, Inc. is the only source reasonably available to provide these services while a new long term agreement is properly solicited, evaluated and awarded.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: Previous acquisition history, requests for information, and personal

Furthermore, a formal fair and reasonable pricing analysis will be documented and included in the contract file before award.
