Sheryl Chesnutt A. Questions and Responses

1. There is a reference to “ALASKA VA HEALTHCARE SYSTEM 1201 N. Muldoon Road, Anchorage, AK 99504” Will there be any locations other than Alaska within the VISN 20 (Washington, Oregon, & Idaho) where we would need to consider performance of task orders?

Response: No

2. If Task Orders are to be issued within other locations than Alaska for VISN 20 (Washington, Oregon, & Idaho), what percentage should be assumed for these other states?

Response: Reference response to #1, above.

3. Does having a Headquarter office within the VISN 20 (Alaska, Washington, Oregon, & Idaho) qualify as compliant with the office location requirement, for being within the surrounding local commuting area, if the VA provides provisions for an on-site “Contractors Management Office”?

Response: As stated in the SOW states: Contractors should have a staffed office within the surrounding local commuting area, as routine travel costs will not be accepted at the task order level. Contractors are required to respond to any emergency situation within a 2-hour window of being contacted.

4. Alaska is a state where the geographic area is larger than the remaining combined VISN 20 states. The VA administrates all Community Based Out-patient Clinics (CBOC), many within remote locations within various communities in the south-central region. There are other clinics around the state such as Nome, Fairbanks, Juneau, etc. Will this SATOC support task orders for any of those remote clinic locations, and what percentage?

Response: See further clarification, below.

5. Does the contractor need to have an established office location within the surrounding local commuting area of the VA Clinic in Anchorage, prior to proposal submission?

Response: Reference response to #3, above.

6. Would we be able to establish our local office upon award?

Response: Reference response to #3, above.

7. Is it the intent for the contractor to be a local Alaskan firm, conducting normal business within the surrounding local commuting area?

Response: Reference Response to #3, above.

8. What is the anticipated award date and is there a back log of TO’s once awarded?

Response: Per the solicitation, Offerors are required to allow the VA 120 calendar days after the solicitation closes in which to make an award.

9. Will the facility provide a location for a site-based temporary office and laydown area?

Response: If required by the specific task order.

10. Is there a specific pricing book such as RS Means, or program, or is there a VA pricing book to be supplied, as this is required for us to utilize as the basis for pricing and to determine our coefficient, and will it be provided?

Response: No. Reference the solicitation at II.A. Task Order Pricing; reference II.B. Coefficient; and reference further coefficient clarification provided, below.

11. Section B, COEFFICENT makes the reference “plus any other multipliers deemed appropriate”. Many various cost pricing books such as RS Means has a “City Cost Index” that adjusts cost to reflect the specific area/region pricing. Is this the intent of the referenced statement?

Response: No, reference further clarification provided, below.

12. Section III - PROPOSAL SUBMISSION FOR SATOC ID/IQ, states, “…the firm meets all requirements for being 51% owned, managed and the day-to-day operations conducted by the service-disabled veteran…”. Can this be met from an out of area/state Main Office location, while the actual work performed being managed from a satellite on-site Contractors Management Office?

Response: Reference response to #3, above.

13. Per Item 6. Page 9 of 60; states, “Proposal Price Schedule Summary included in the text portion of the solicitation.” Where is the “Price Schedule” located, or can you provide?

Response: Offerors will provide the price proposal. Reference II.B. Coefficient; and reference further coefficient clarification provided, below.

14. In submitting Price Schedule, are we to project escalation and provide firm fixed coefficients for each of the base contract and all options?

Response: Per the SOW, the coefficient may be re-evaluated at the time a contract option period is exercised.

15. Will the government allow night shifting to mitigate impacts to the facility and its operation?

Response. Acceptable working hours will be determined on a task order basis.

16. What security access or protocols would we need to consider work in various locations around the facility?

Response: Required security access and/or protocols will be determined on a task order basis.

17. Is the scope of work within the Task Orders fully designed, or will there be a need to provide design, and would it require A/E participation?

Response: Design requirements will be determined on a task order basis; however, design will most likely not be required.

18. If A/E is required, would it be considered Direct Works?

Response: In the event A/E services are required, it is considered to be a direct cost to the project.

19. Should we include designers Experience and Past performance within our proposal?

Response: This is your decision, based on the proposal parameters and limitations of the solicitation.

20. If design is a component of the scope of work, would additional time be allowed in the response period requirement?

Response. Reference the solicitation SOW, which states: The standard response time for a Contractor to respond with a quote to a Task Order is 10 business days after receiving the request for quote. However, the response time may be increased or decreased depending on the specific needs of the facility. If a quote cannot be submitted within the required time period (standard 10 business days or other specified time) the Contractor must immediately contact the DVA and provide a schedule for submittal.

21. Will there be a scheduling requirement for each task order, utilizing Projects or Primavera?

Response: Scheduling requirements will be determined on a task order basis.

22. Section D. JOB SITE; Page 12; states, “The contractor shall be responsible for providing all work site protective barriers and site control devices. This includes, but is not limited to protective fences, protective tapes and protective signage. The contractor shall be responsible for providing all necessary traffic control (i.e., street blockages, traffic cones, and flagman) at no additional cost to the Government.” Is this considered direct work defined in our TO pricing, or is it considered indirect work and to be included in our coefficient?

Response: Reference further clarification provided, below.

23. Section D. JOB SITE; Page 12; states, “The contractor shall be responsible for providing all work site protective barriers and site control devices. This includes, but is not limited to protective fences, protective tapes and protective signage. The contractor shall be responsible for providing all necessary traffic control (i.e., street blockages, traffic cones, and flagman) at no additional cost to the Government.” If this is to be considered “Indirect Work” and included in our coefficient, what percentage of TO’s and contract value should be assumed for consideration?

Response: Reference further clarification provided, below.

24. Section D. JOB SITE; Page 13; makes mention of the “Contractors Management Office” Can this be assumed that a location on site will be dedicated for a permanent presence of a temporary office and lay-down area, thus meeting the requirement of a “a staffed office within the surrounding local commuting area”?

Response: No.

25. Will updated Davis-Bacon Wage Decisions be included with each option year award?

Response. Reference the SOW, which states: The contractor shall pay wages in accordance with the Davis-Bacon wage determinations at the time of Task Order award, when the work is deemed construction in nature. Attachment 1 contains the current wage determination for Anchorage County.

26. Per section J. WORK BY THE GOVERNMENT; Is this statement to be considered as augmentation, the government taking control of the project, or for us to assume concurrent contracting within the same facility?

Response: No, the awardee cannot assume that all in scope work will be awarded under this contract.

27. Per section N. WRITTEN DELIVERABLES; Will the Safety Plan and Infection Control Plans be submitted as contract wide for the duration of the contract, or is separate Plans required to be submitted for each task order?

Response: Reference the SOW, which states: If awarded a contract, a Safety Plan and an Infection Control Plan may be required at the time that a Task Order is issued depending on the specific nature of the work.

28. Will Quality Assurance/Quality Control plans be required for each TO and or contract wide?

Response: Quality Assurance/Quality Control requirements will be determined on a task order basis.

B. Location of Work

The vast majority of Task Orders will be located at VISN 20 ALASKA VA HEALTHCARE SYSTEM 1201 N. Muldoon Road, Anchorage, AK 99504. However, if deemed necessary, work may be conducted at any ALASKA VA HEALTHCARE SYSTEM associated facility. Exact details and costs will be negotiated at the time of Task Order acceptance for locations other than ALASKA VA HEALTHCARE SYSTEM 1201 N. Muldoon Road, Anchorage, AK 99504.

C. PASS/FAIL EVALUATION FACTOR - Safety - Experience Modification Rating (EMR) (3 pages maximum)

The following additional language is added to section III. B. C: PASS/FAIL EVALUATION FACTOR - Safety - Experience Modification Rating (EMR) (3 pages maximum)

If your EMR is greater than 1.0, you can provide a written explanation that may be reviewed to determine if acceptable, in the event that only one offer is received.

D. PRICE EVALUATION FACTOR C – Coefficient Rate The following additional language is added to section III. D PRICE EVALUATION FACTOR C – Coefficient Rate.

The coefficient rate should be restricted to working at the VISN 20 ALASKA VA HEALTHCARE SYSTEM 1201 N. Muldoon Road, Anchorage, AK 99504.

Disclosure of how the coefficient rate number was derived is required to be provided. In other words what factors were included and at what portion of the coefficient rate.
