B.2 STATEMENT OF WORK

1. Scope of Contract

Scope of Work

The Department of Veterans Affairs (VA) requires the services of a contractor to furnish the necessary personnel, material, equipment, to remove and dispose existing IV Clean Room door operators and install four (4) new Automatic Heavy-Duty Handicap operators with four (4) Relay boards to work with (8) wave by door activation switches and incorporate to existing security lock out system, all finishes in a Clear Anodized surface header.

The door operators with relay boards and activation switches will be installed in Bldg. 1 IV Clean Room at Spokane VA Medical Center’s Campus located in Spokane, Washington as described in the following statement of work.

The contractor shall furnish and install new door operators, relay boards, and door activation switches detailed below and removal of existing door operators and ensure door operators, activation switches, and door overrides are fully functional.

A. Remove and dispose of existing door operators and associated equipment, prepare the site for new operators.

B. Provide electrical power to one door operator door opening leading from the Pharmacy room A102 into the IV Ante Room.

C. Furnish and install new Heavy-Duty Handicap operators with Relay boards & security lock out system

D. Remove existing push buttons and replace with new wave by door activation switches.

E. Existing doors are interlocked to prevent exterior doors and interior doors to be opened at the same time.

F. Contractor must incorporate existing door overrides for staff safety.

G. Debris shall be kept to a minimum and removed and disposed promptly upon completion of each work day and return facility to daytime work configuration.

1.02 RELATED WORK

1. Contractor responsible for electrical wiring, conduit and supplies for remote switching (if required).

II. Contractor Qualifications:

A. Contractor must be familiar with egress requirements of the NFPA Life Safety Code 101, 2015 addition.

II. Work Requirements:

A. The Contractor shall perform the work after business hours (Monday- Sunday 6:00 PM-2:00 AM). Any work outside this time frame will have to be approved by the contracting officer representative (COR). The corridor will not be blocked completely.

B. The Contractor will not impact the business of the Medical Center, and will obey all infection control and safe work practice procedures.

3. Site Visit

Contractors are encouraged to inspect the site where the work is to be performed to satisfy themselves regarding all general and local conditions that may affect the cost of contractor’s performance. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

4. Government Furnished Accommodations The Government will provide the following item(s) of Government property to the Contractor for use in the performance of this contract.

5. Performance Period

Contract time is 30 consecutive calendar days following the notice to proceed.

6. Infection Control:

All work shall be performed in accordance with the Construction Specifications for Infection Control of the Spokane VA Medical Center. For purposes of this project, all work shall be accomplished using the controls indicated in the specifications and on the Infection Control Construction Permit. No work shall proceed until an Infection Control Construction Permit has been completed and signed and all protective measures required by the permit are in place.

7. Invoicing:

VA published the final rule requiring vendors to submit invoices electronically to the Financial Services Center (FSC) in the November 27, 2012 Federal Register. The rule became effective December 27, 2012.

The rule includes a new contract clause to be inserted in all solicitations and contracts by the contracting officer (VAAR 852.232-72). Vendors can comply with the rule by using either of the two methods below:

1. The FSC uses a third-party contractor, Tungsten Network, to transition vendors from paper to electronic invoice submission. For information on Tungsten Network electronic invoicing set-up, vendors should call 1-877-489-6135, or email VA.Registration@Tungsten-Network.com.

Vendors are required to register with Tungsten Network and submit invoices electronically as a condition of acceptance of this contract or order.

FSC and VA’s Office of Acquisition, Logistics and Construction (OALC) will assist existing commercial vendors in migrating to the electronic process. Until the transition to electronic format is complete, FSC will continue to process paper invoices for commercial vendors.

The FSC’s electronic invoicing system provides a variety of flexible solutions for all vendor types, including small businesses, and does not require any vendor transaction fees. More information on the FSC electronic invoicing process can be found at ttp://www.fsc.va.gov/einvoice.asp.

(d) Comptroller General Examination of Record. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. (DEVIATION)

(a) In an effort to achieve socioeconomic small business goals, depending on the evaluation factors included in the solicitation, VA shall evaluate offerors based on their service-disabled veteran-owned or veteran-owned small business status and their proposed use of eligible service-disabled veteran-owned small businesses and veteran-owned small businesses as subcontractors.

(b) Eligible service-disabled veteran-owned offerors will receive full credit, and offerors qualifying as veteran-owned small businesses will receive partial credit for the Service-Disabled Veteran-Owned and Veteran-owned Small Business Status evaluation factor. To receive credit, an offeror must be registered and verified in Vendor Information Pages (VIP) database (https://www.vip.vetbiz.gov).

(c) Non-veteran offerors proposing to use service-disabled veteran-owned small businesses or veteran-owned small businesses as subcontractors will receive some consideration under this evaluation factor.

C.10 VAAR 852.232-72 ELECTRONIC SUBMISSION OF PAYMENT REQUESTS

(NOV 2012)

(a) Definitions. As used in this clause—

(1) Contract financing payment has the meaning given in FAR 32.001.

(2) Designated agency office has the meaning given in 5 CFR 1315.2(m).

(3) Electronic form means an automated system transmitting information electronically according to the

Accepted electronic data transmission methods and formats identified in paragraph (c) of this clause.

Facsimile, email, and scanned documents are not acceptable electronic forms for submission of payment requests.

(4) Invoice payment has the meaning given in FAR 32.001.

(5) Payment request means any request for contract financing payment or invoice payment submitted by the contractor under this contract.

(b) Electronic payment requests. Except as provided in paragraph (e) of this clause, the contractor shall submit payment requests in electronic form. Purchases paid with a Government-wide commercial purchase card are considered to be an electronic transaction for purposes of this rule, and therefore no additional electronic invoice submission is required.

(c) Data transmission. A contractor must ensure that the data transmission method and format are through one of the following:

(1) VA’s Electronic Invoice Presentment and Payment System. (See Web site at http://www.fsc.va.gov/einvoice.asp.)

(2) Any system that conforms to the X12 electronic data interchange (EDI) formats established by the Accredited Standards Center (ASC) and chartered by the American National Standards Institute (ANSI).

The X12 EDI Web site (http://www.x12.org) includes additional information on EDI 810 and 811 formats.

(d) Invoice requirements. Invoices shall comply with FAR 32.905.

(e) Exceptions. If, based on one of the circumstances below, the contracting officer directs that payment requests be made by mail, the contractor shall submit payment requests by mail through the United States Postal Service to the designated agency office. Submission of payment requests by mail may be required for:

(1) Awards made to foreign vendors for work performed outside the United States;

(2) Classified contracts or purchases when electronic submission and processing of payment requests could compromise the safeguarding of classified or privacy information;

(3) Contracts awarded by contracting officers in the conduct of emergency operations, such as responses to national emergencies;

(4) Solicitations or contracts in which the designated agency office is a VA entity other than the VA Financial Services Center in Austin, Texas; or

(5) Solicitations or contracts in which the VA designated agency office does not have electronic invoicing capability as described above.
