1. If there is an incumbent, could you please provide the contract number? The current contract number is: VA260-16-P-0379 - OPTION CARE ENTERPRISES, INC.

2. Pardon our confusion, is this opportunity a pre-solicitation or is this the actual solicitation? If this is the solicitation, will the VA extend the June 15, 2018 submission deadline? VA26018Q0383 is a full solicitation. The VA will extend the solicitation end date to 06/20/2018.

3. Approximately how many patients are expected to participate in this program? Is there an estimate of the number of TPN patients or prescriptions per month? The number of program participants varies. Some patients only require TPN solutions for a week or so, some are long-term TPN patients. The pricing schedule is an estimate, based on historical data, of how many prescriptions/solutions will be required. We will adjust funding as required.

4. Is this a new program? If not, may we be provided with the name of the incumbent on the current contract? This is not a new program. See question one for incumbent.

5. Will there be an implementation period? If so, please define expectations of duties and a timeline (i.e.: 90 days). There can be if absolutely required, generally there is not.

6. Page 10, in the B.2. Price/Cost Schedule: What does the Quantity column in the pricing schedule measure? This is how many the VA expects to order for the year. The pricing will be per unit as delivered.

7. Page 44, in Technical Area 1: This section refers to the frequency that a contractor will go to the patient's home in the following statement: “Describe how often and when your company will go to the home of patients.” The RFP indicates that no home health services are to be provided by the contractor. Could you please explain what the VA is seeking in this requirement? Delivery of TPN solution. No infusion services are included in this contract.

8. Please clarify the following statement: Other than the delivery of TPN products to a patient’s home, what services are expected from the contractor? See Statement of Work

9. Is there a VA contact person available 24 hours a day for patients to ask questions about supplies and/or medication training inquiries? The VA will respond to questions regarding supplies and training. The contractor will communicate with the patient regarding only scheduling/adjustments of delivery times and dates and status of deliveries.

10. Are marketing materials or a new patient packet required for communicating how this program works to new TPN patients? Would those communications materials come from the VA? Yes

11. What hours of operation does the VA require for order placement? When should patients be able to reach someone live when placing medication orders? Patients will not be placing medication orders. VA will place orders during normal working hours.

12. Will TPNs ordered on weekends and federal holidays be required to meet the 24-hour shipping requirement? Should a contractor be equipped to process and ship orders in the required turnaround after 4:00pm CT given WA and OR adhere to PT? No TPN orders placed on weekends or holidays. Yes, the contractor must be able to process and ship orders placed until 5pm Pacific Time.

13. Are signatures required for deliveries provided to VA patients? No.
