Questions and Answers:

Question 1: Is this a new requirement or is there an incumbent vendor? If available, can you please send along the incumbent contract number?

Answer 1: There is an incumbent vendor. The incumbent contract number is: VA260-14-C-0045.

Question 2: Can you tell me what sleep equipment (manufacturer and model) the scoring will need to be done on?

Answer 2: The laboratory titration equipment is ResMed (S9 platform). Data acquisition is achieved using Nihon Kohden system with Polysmith 10 software. All recordings shall be manually scored, see Performance Work Statement paragraph 2.2.2 on page 19.

Question 3: If you have an idea of the volume of scoring that would be needed that would be helpful in putting together a quotation.

Answer 3: Please see B.8 PERFORMANCE WORK STATEMENT paragraph 2.1.4. for an approximate number of tests per week. Please use Section D.2 PRICE WORKSHEET.

Question 4: How does the following statement work:

“Small business offers will be evaluated in precedence order (see Section E.5, FAR 52.212-1 ADDENDUM, paragraph 8): SDVOSB, VOSB, all other small businesses.”

Answer 4: Section E.5, FAR 52.212-1 ADDENDUM, paragraph 8 is on pages 75-76 of the Request for Quotations (RFQ) and explains how it will work.

Question 5: Do the SDVOSB and VOSB have any advantage? Meaning do they only get priority if their offer is equal to or less than the others? Is there any way to know who the bidders are and whether they are SDVOSB or VOSB?

Answer 5: See Section E.5, FAR 52.212-1 ADDENDUM, pages 73-78, especially paragraphs 2, 7, and 8. Award could be made to an SDVOSB without consideration of VOSB or all other Small Business concerns. In the same manner, VOSB is a tier above all other Small Business concerns. This is a Best Value Trade Off negotiated acquisition and not a low-price bid; price is only one of the items to be submitted. The companies planning to quote is not public information.

Question 6: Is this a new requirement? If not, who is the incumbent contractor?

Answer 6: It is not a new requirement. The incumbent contractor is: Sleep Care Inc.

Question 7: Performance Work Statement 1.5 states “Upon notification of pending study, the Contractor will score the sleep study and return the results to the VA, either by uploading to VA server via remote access or by mailing the CD to the address noted in paragraph 1.1.”
a.Will the contractor be provided a VA approved laptop?
b.Or is the contractor allow to use their appropriate VPN equipped computer to access the VA’s remote servers?
Answer 7:a. The contractor will not be provided a VA approved laptop.
b. PWS paragraph 2.1.1, page 19, “Contractor’s staff would be required to access sleep studies by logging in remotely to VA Network. Contractor must have an established National level virtual private network (VPN) connection.”

Question 8: Will the sleep study be sent/ up loaded to the contractor in bulk, or will studies trickle in one by one throughout the week?

Answer 8: The VA sleep center will upload studies to the contractor daily.
