2. Please refer to the Questions 1 - 9 for susbsequent revisions to the Performance Work Statement.

4. VA POC for this amendment is Enshane H. Nomoto, at enshane.hill-nomoto@va.gov.

AMENDMENT 2

1. Is there an incumbent contractor currently performing these services or if this is a new requirement? If there is an incumbent, could you please provide the contract number?

YES – the current contract is VA260-17-P-0982.

2. In the solicitation, there is not a historical estimate of the transport volume. Can the VA provide simple counts for the BLS, ALS and CCT transports provided during the last 12-month period? The end user provided estimated trips for ONE YEAR:

· Base Rate for Basic Life Support (BLS) One-way only per trip: 1475 Trips

· Base Rate for Basic Life Support (BLS) Ambulance with Power Wheel Chair Lift and Lockdowns One-way only per trip: 65 Trips

· Base Rate for Advanced Life Support (ALS) Ambulance One way only per trip: 490 Trips

· Base rate for Critical Care Transport (CCT) Ambulance One-way only per trip: 455 Trips

· Emergent Ambulance Service PERCENTAGE ABOVE OR BELOW Medicaid Rates: 1,000 Trips

3. The solicitation makes reference to a “Basic Life Support (BLS) Ambulance with Power Wheel Chair Lift and Lockdowns” (Pg 9 of 79). Can you clarify the VA’s intended use of this vehicle? If it is for wheelchair transports, should the vehicle type be a wheelchair van as opposed to a BLS ambulance? We intend to use wheelchair transport for this agreement, but a wheelchair van is not an appropriate solution to this requirement. We expect transport to be an ambulance transport.

4. Is wheelchair transportation part of this solicitation? Yes.

5. EMT’s in Washington State are not trained to intubate as required under the BLS ambulance requirements on page 9 of 79. Can you clarify? The End User has removed the requirement, “EMTs certified to use cardiac defibrillators, perform emergency pharyngeal-tracheal lumen intubations,” for ALL BASIC LIFE SUPPORT. The expectation is that VA staff would do all of that before the EMTs pick up the Veteran.

6. Can the VA clarify the following statement from the B.3 PRICE/COST SCHEDULE, “Price list showing rates (with % applied) will be attached to each call placed on the agreement. What does the “%” refer to? We are expecting all rates to be in accordance with Medicaid, with an increase or discount provided by the vendor. Per the revised Price Schedule in Amendment 1, please indicate if there will be an increase or a decrease. Next to that, please indicate what, if available, the percentage will be of the increase or decrease to the Medicaid rate.

7. Background Criminal Checks and Investigations – Based on past experience providing services to the VA, the background check process it not a swift process and therefore with the contract start date of January 1, 2018, it will not be possible for a new provider to have all employees processed by the contract start date. How will this be addressed by the VA? – The PWS is revised to read: “The certification & authorization requirements do not apply, nor is a Security Accreditation Package required.”

8. What is the quantity for the unit hour price? The quantity is listed as 0.00 EA within the RFP. – Please refer to the revised price schedule, located in 36C26018Q0075 00001 of the solicitation. Estimated quantities are provided in response to Question 2, above.

9. Would the VA consider extending the solicitation response due date beyond the posted 12/13/2017 @ 12pm PST? - No. We have an aggressive schedule due to the current contract expiration date, which cannot be extended beyond 12/31/2017.
