Hours of Operation: Mon, Tue, Wed, Fri (7:30 a.m. - 4:30 p.m.); Thu (10:00 a.m. - 4:30 a.m.). The total coverage time per week equals 45 hours. The time prior to and after hours of operation will be utilized for perimeter sweeps and ensuring the exit of all clients daily.
Question 2: Is there an Incumbent?
Answer 2: Yes, the incumbent is Portland Patrol, Inc., 208 NW First Street, Portland, OR 97209-4005.
Question 3: Do you require a vehicle for vehicle patrols?
Answer 3: A vehicle is not required for patrols.
Question 4: Is this solicitation an ongoing service or a continuing of current services?
Answer 4: The current contract has been in place since November 1, 2012.
Question 5: Can we request a site visit prior to award?
Answer 5: Yes; preference would be on Thursday mornings between 8:00 a.m. - 10:00 a.m. due to operational commitments.
Question 6: Is there a “break period” or “meal break” established within the RFQ? If so, are contractors allowed to bill for breaks?
Answer 6: A break is not established and the vendor would have to supply a relief in place for breaks. Recommendation: Two shifts (morning and afternoon) to minimize lapses in coverage.
Question 7: During the Mon, Tue, Wed and Friday 8:00 a.m. -1:00 p.m. and 3:30 p.m. -4:30 p.m. shifts, does the agency expect the guard to stay on ground between the gap time or to sign out of the site and come back on when the next shift starts?
Answer 7: One guard on station always from 15 minutes prior to and 15 minutes after hours of operation. Hours of Operation: Mon, Tue, Wed, Fri (7:30 a.m. - 4:30 p.m.); Thu (10:00 a.m. - 4:30 p.m.).
Question 8: How is the agency keeping track of timekeeping for the guards? Is the agency open to suggestions?
Answer 8: The vendor is responsible for ensuring that guards check in and out with designated personnel. There should be a schedule published at least one week prior on manpower assignments.
Question 9: Page 12, Section 5 Performance Monitoring, Monitoring reports:
Does this include day to day activity?
Also, it states that the contractor will supply a weekly status report of schedules and coverage for the coming week. Does this need to be provided for the upcoming month or the previous month?
Answer 9: Day to day activity that is outside of normal working parameters (examples on Page 11, paragraph “c”). Report of schedules will be published at least one week prior on manpower assignments.
Question 10: When will the successful bidder be notified, and when will the Award be Issued?
Answer 10: We hope to have the award made by the end of January. Tentative start date is 04-01-2018. However, the awarded contractor will need to pass the background fingerprint screening before they can start working on the contract.
Question 11: Are there any VA Police on site or offsite to support security efforts?
Answer 11: The VA Police is located at the VA Hospital and would be able to support security efforts at the CRRC.
Question 12: Solicitation Page 10, Paragraph “k” – How many hours for the training and can that time be billed at the guards’ hourly rate?
Answer 12: One hour of training per month (per assigned guard) can be billed at the guard’s hourly rate.
Question 13: Solicitation Page 10, Paragraph “m” – What is the notice time for Work Schedule Changes?
Answer 13: Notice time will be (48) hours with exceptions. Exceptions should include the following: Inclement weather, natural disasters, government shutdown, public disturbances (protests, riots, etc.).
Question 14: Solicitation Page 10, Paragraph "n” – Is there provision for Guards to store personal items while on shift?
Answer 14: There is currently a provision for guards to store personal items while on shift. They are required to provide a standard lock.
Question 15: Are the daily report to be done on a VA specific software platform or by standard word document? If so, will the contractor have access to the report? Can the contractor present an alternative digital reporting management software?
Answer 15: There is no VA specific software platform requirement as the vendor will provide this report. Access to VA computers are currently restricted due to no existing requirement. The vendor can present an alternative digital reporting management software if it does not meet the requirement for a VA Systems of Record and there is no entry of PHI/PII.
Question 16: The Solicitation refers to Guard I and Guard II rates on Page 24, Middle of Page and in Section D, Page 31, bottom of Page, but there is no call out for any classifications within the Solicitation Job Descriptions? What is the classification of the guards in this solicitation? (Presumably Guard I).
Answer 16: The hourly rates on page 24 are for informational purposes only. These are the rates a federal employee is paid in the Portland area for Guard Services. It is the contractor’s responsibility to determine the proper wage determination classification to use. The rates paid can be higher than what is on the wage determination, but they cannot be lower.
Question 17: There are two (2) Health & Welfare rates quoted on Page 33 near the bottom of $4.41 and $ 4.13? What is the Health and Welfare rate that is applicable to this RFQ? EO 13706?
Answer 17: Page 33 states: “Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors, applies to all contracts subject to the Service Contract Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017.”
It further states: “ALL OCCUPATIONS LISTED ABOVE RECEIVE THE FOLLOWING BENEFITS:
HEALTH & WELFARE: $4.41 per hour or $176.40 per week or $764.40 per month
HEALTH & WELFARE EO 13706: $4.13 per hour, or $165.20 per week, or $715.87 per month”
