Questions & Answers
1. It appears that the main purpose of this contract is for specialty (difficult) work although overflow (regular) work is a possibility as well. If this is the case we believe it would be beneficial for VA to have two price sheets, one for specialty orders and one for overflow orders. The reason is that specialty work is inherently more expensive (anywhere from 2 to 10 times more) than regular (overflow) work. Therefore, by having one price sheet that covers both specialty and overflow work, VA would be paying a hefty premium on overflow orders unnecessarily. Will VA consider a two price sheet option?
Answer: This amendment attaches a revised schedule. The new schedule has two tabs. First is for Specialty Lenses. Specialty lenses are defined as glass lenses of all types and styles, Slab Off lenses of all types, styles, and materials, AR coatings, Mirror coatings, High power lenses (powers above +/- 10D) of all types, styles, and materials, and High prismatic lenses (powers above +/- 4.5D) or any combination of CLIN's. The second tab is for regular lenses.
The contractor shall price out each line item and ordering period for both tabs even if pricing is the same. The pricing worksheet will become the price sheet in an awarded contract with ordering dates established.
2. Can we bid on only the overflow work and not the specialty work (or vice a versa)?
Answer: The overflow work is only a contingency situation. It is not anticipated or expected to occur but should it occur, the OFL needs to have this option in place. Contractors shall provide quotes for both Specialty and Overflow only.
3. As indicated by the NAICS code 339115 and as evidenced by the statement of work this is a commercial items acquisition/supply contract only with no services being requested. As such, we believe the following FAR clauses that relate only to service-type contracts be removed:
FAR 52.222-41 Service Contract Labor Standards FAR 52.222-43 Fair Labor Standards Act and Service Contract Labor Standards FAR 52.222-55 Minimum Wages Under Executive Order 13658 FAR 52.222-62 Paid Sick Leave Under Executive Order 13706
Will VA remove these clauses?
Answer: The RFQ is for a commercial supply contract. These clauses are checked in error and are now considered unchecked and do not apply. Revised clause 52.212-5 is attached.
4. Will VA be responsible for any and all fees associated with transmitting the orders by VisionWeb to the lab?
Answer: The receiving Lab shall be responsible for any fees associated with VisionWeb.
5. What laboratory management software (LMS) program does the Boise lab run?
Answer: This information is not relevant for this effort. The OFL will not transmit any data from its LMS to any Vendor. VisionWeb will be the only source of information transmitted for specialty orders.
6. Current vendors and pricing for lenses and optical services.
Answer: There is not an incumbent contractor for Specialty eyewear or pricing data available. The OFL is not in a backlog situation and therefore, fabricating regular eyewear as needed.
7. A breakdown of current lens usage for lenses requested in the contract.
Answer: The estimated quantities are established in B.3. Specialty lenses are estimated to be 4,800 pairs per year. Note that while there is an estimated 28,000 for regular lenses, it is not anticipated or expected that any quantities will be ordered. The backlog/overflow task of this contract is a contingency only should the OFL experience such a situation during the course of the contract.
8. Under Special Lenses/Add-Ons, what is the definition of Aspheric? Are you referring to a standard aspheric lens, or are you referring to an aspheric lenticular lens?
Answer: CLIN 06C of the schedule refers to standard aspheric lenses.
9. Page 10, Section 8.1 of the contract states “The Contractor shall deliver all items no later than SEVEN (7) BUSINESS DAYS after receipt of the Vision Web electronic consult … (Receipt of the order will be determined by VA’s submittal through Vision Web, for which the Government received an E-Order confirmation number).” --- Does the SEVEN (7) BUSINESS DAYS count from the date you send the electronic order (and get a confirmation from Vision Web that the electronic order was received by us), OR from the date we receive the frame?
Answer: The seven days starts when the order is confirmed received through Vision Web. Frames will follow within a few days depending on shipping carriers. The seven days is inclusive of business days not calendar days. Business days represented are Monday through Friday excluding any Federal Holiday.
