NOTICE OF INTENT TO AWARD NONCOMPETITIVE PROCUREMENT

This notice will appear for 5 days from above date.
Description of Supplies/Services:
The Department of Veterans Affairs, VA Eugene Health Care Center, requires services, non – personal, to include parts, labor, calibrations as needed and preventative maintenance for the Medivators Endoscope reprocessors. Contractor must have full access to the original manufacturers software for calibration and repairs. See attached Statement of Work for details.
The Government intends to award this requirement noncompetitively IAW FAR 13.106-1(b), to Medivators due to proprietary rights. Medivators is the only authorized source of factory trained service engineers to service and repair the endoscope reprocessors.
Other interested concerns having the ability to furnish these services/supplies shall submit a capabilities statement to the Contracting Officer no later than the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist. This is NOT an RFQ. This does represent the Government’s only written notice of this procurement. All responsible sources may submit a response which, if timely received, must be considered by the agency.
The estimated/potential $90,270.00 Place of Performance: Eugene, OR
This notice and any resulting contract or order conforms to the requirements in place through FAC 05-96 (effective 11/06/2017).
All questions regarding this procurement shall be in writing, and addressed to Amy Kuczajda at amy.kuczajda@va.gov no later than 01/10/2018.
STATEMENT OF WORK
Eugene Health Care Clinic 3355 Chad Dr. Eugene, OR 97408 Medivators Endoscope Reprocessor Maintenance
1. Background:
The Eugene VA Health Care System requires a full-service maintenance contract to ensure the equipment is maintained in proper operating condition and ready for use. All parts replaced are to be Original Equipment Manufacturer (OEM) approved parts and components.
2. Scope:
All work is to be performed on the following equipment:
Medivators Endoscope Reprocessor serial numbers 78512236 and 78512232
General Requirements:
a. One annual preventative maintenance
b. One operator training program annually by a Medivators Clinical Support Specialist
c. Remedial Service (labor, travel and parts)
d. Telephone Technical support
e. Unlimited access to technical telephone support
3. Performance Monitoring:
The tasks are well defined and can, therefore, be easily monitored by the Contracting Officers Representative (COR), who shall represent the government for this process. The contractor performance will be monitored and the work certified by the COR.
4. Security Requirements:
The Contractor will ensure that their personnel and subcontractor personnel meet the privacy standards as set forth by HIPPA (Health Insurance Portability and Accountability Act of 1996) with respect personal and confidential information that they may come upon, while servicing medical equipment. Additionally, all contracted service personnel must have training on the above described equipment equivalent to the original manufacturers training.
5. Business Hours/Days:
Business hours are defined as the time of 8:00am to 5:00 pm, Monday through Friday, excluding Federal holidays:

*If the date falls on a Saturday, the Government holiday is the preceding Friday. If the date falls on a Sunday, the Government holiday is the following Monday.
In addition to the designated holidays, the Government observes the following days:
Any other day designated by Federal Statute Any other day designated by Executive Order Any other day designated by the President’s Proclamation
Off Business Hours/Days are defined as the time of 4:31pm to 7:59am, Monday through Friday, all day Saturday, Sunday and Federal Holidays.
6. Other Pertinent Information or Special Considerations:
1. The contractor shall provide service engineers that have specialized experience with Leica IPC. The contractor’s services engineers must be original equipment manufacturer (OEM) trained on the unit, and have a valid training certificate that is kept up to date.
2. The contractor’s service engineer shall have fast access to parts, elevated troubleshooting assistance, and regional support.
3. The contract shall execute a non-disclosure agreement. The contractor’s service engineers may occasionally have access to view PHI/PPI.
4. Parts shall be shipped via overnight delivery as required if the situation is emergent.
5. The Contractor warrants that the services to be performed under this contract will be performed in a good workmanship manner and shall conform to the standards of the industry. This warranty is given expressly and in place of all other warranties, expressed or implied, statutory or otherwise, and is the only warranty given by the Contractor.
7. Risk Control:
The Contractor shall obtain all necessary licenses and/or permits required to perform this work. Contractor shall take all precautions necessary to protect persons and property from injury or damage during the performance of this contract. Contractor shall be responsible for any injury to any contractor representative, or others, as well as for any damage to personal or public property that occurs during the performance of this contract that is caused by the contractor’s fault or negligence.
The Contractor will not discuss any patient issues that were observed during the course of the work. The Contractor shall be escorted by a VA employee and all work will be observed while performing work. The Contractor shall adhere to all VA Policies pertaining to sensitive information and sensitive systems while performing work either remotely or while physically on-site.
8. Documentation:
Contractor will provide the Biomed COR with individual written reports which describe the maintenance and repair service performed on the equipment in sufficient detail to be acceptable by field inspectors of the Joint Commission on Accreditation of Healthcare Organizations. This shall include a list of all parts replaced, all service performed as well as a statement that the equipment is operating per manufacturer’s specifications after repair. The service report will be signed by the contractor’s service technician and by a designated VAMC Salem Biomedical Engineer. A copy will be given to VAMC Eugene Biomedical for their internal records.
