About this file

This is a Questions and Answers amendment (Amendment 0001) to solicitation 36C25927R0005 issued by the Department of Veterans Affairs Network Contracting Office for Radiation Safety Officer (RSO) services at the Eastern Oklahoma VA Health Care System. The document addresses 15 questions submitted by offerors regarding scope clarification, equipment inventory, permitting, testing responsibilities, and operational requirements.

Key clarifications from the Q&A include: the requirement covers only one Hot Lab and two Nuclear Medicine Cameras, both located at Jack C. Montgomery VA in Muskogee; all three facilities operate under a single NHPP radioactive-materials permit (VHA Permit Number 35-13184-01); RSO responsibilities include quarterly Hot Lab checks and dose calibrations (within 16 annual hours for audits and calibration), while separate physicist contracts handle equipment performance testing for nuclear medicine cameras and other modalities; VA staff conduct daily and weekly radiation surveys under RSO oversight; all work must be performed onsite with no remote administrative duties permitted; emergency response time is two hours and applies 24/7 to emergencies, though no responses are anticipated for off-shift nuclear medicine studies; and the RSO reviews annual medical physicist reports but does not perform the testing themselves. The three facilities covered are Jack C. Montgomery VA Medical Center in Muskogee, Ernest Childers VA Outpatient Clinic in Tulsa, and James Mountain Inhofe VA Medical Center in Tulsa.

Claudia Coria

Question 1: I was hoping you might be able to inform me if this is a new effort or if there was a previous contractor that performed these requirements? If the latter, would you be able to inform me of the Contract # used for these services?

Answer 1: Refer to the solicitation. Page one, block 20.

Question 2: Equipment quantities: How many PET and nuclear medicine imaging systems are located at each of the three facilities? Please provide a breakdown by facility and equipment type.

Answer 2: Zero PET, 2 Nuclear Medicine Cameras in Muskogee only.

Question 3: Hot labs: How many nuclear medicine hot labs are covered by this requirement, and at which facilities are they located?

Answer 3: There’s only one Hot Lab and its in Muskogee.

Question 4: Radioactive-materials permits: Are all three facilities covered under a single NHPP radioactive-materials permit, or are separate permits applicable? Please identify the locations covered by each permit.

Answer 4: It covers Jack C. Montgomery VA, Muskogee only, because that is the only Nuclear Medicine Department with in the three facilities.

Question 5: Equipment testing: Does this requirement include hands-on equipment performance testing and calibration, or is the contractor responsible primarily for RSO oversight, with equipment testing performed separately? Section B.2 includes “Quarterly Audits and Radiation Dose Calibration,” while Section B.3 references post-repair physicist checks and contractor-supplied testing equipment and phantoms. Please clarify the specific testing and calibration tasks included, their frequency, and whether they fall within the 16 annual hours listed for audits and calibration.

Answer 5: Is requires Hot Labs testing and Nuc Med RSO oversight. The Physicist is responsible for testing the 2 nuclear medicine cameras, which is a separate contract. The RSO is responsible for the quarterly audits and quarterly Hot labs checks/ dose calibrations and yes, they fall into the annual 16 hours. The Physicist contract is responsible for the physicist checks for the equipment.

A few years ago, both the physicist and the RSO were the same contract and it was a lot easier to handle, it has only been split like this for the last couple of years.

Question 6: PWS 13.h states the contractor must bring test equipment and phantoms for Nuclear Medicine, CT, MRI, Mammography and Radiology. Does the RSO scope include annual medical physicist equipment performance testing (e.g., CT, MRI, Mammography, fluoroscopy), or is that covered under a separate physicist contract?

Answer 6: That is covered under the separate physicist contract.

Question 7: What exactly does “radiation dose calibration” include, and how many devices are involved?

Answer 7: RSO performs the Hot Labs Dose Calibrations quarterly and one device.

Question 8: Does this include annual medical physicist performance testing, or only oversight of testing performed under another contract?

Answer 8: The RSO is responsible for reviewing the annual medical physicist reports, but they do not perform the testing themselves. That is covered under the physicist contract.

Question 9: Can the VA provide equipment, radioactive source, badge-user, and anticipated project inventories?

Answer 9: Please see solicitation for specifics, we do provide necessary items.

Question 10: Who performs daily and weekly surveys: VA staff under RSO oversight or contractor personnel?

Answer 10: VA staff under the RSO oversight.

Question 11: Which administrative duties may be performed remotely?

Answer 11: None.

Question 12: Are emergency responses, travel time, inspection attendance, and reports billable within the listed hours? How are additional hours authorized?

Answer 12: Yes.

Question 13: Does the response requirement apply nights, weekends, and holidays?

Answer 13: Yes, however we do not perform Nuclear Medicine studies on off-shifts therefore there should never be a response needed.

Question 14: Which response requirement controls: two hours or six hours?

Answer 14: For emergencies, the response time is 2 hours.

Question 15: Please identify the nuclear medicine services, equipment, and radioactive materials authorized at each location and provide the current NHPP materials permit and authorized-use inventory. Does the RSO’s responsibility include radioactive materials used in research, laboratory studies, or therapeutic procedures? Please also define the radiation dose calibration tasks included under CLIN 0002.

Answer 15: Materials Permit- VHA Permit Number 35-13184-01 for radioactive materials use. Will attach a copy of the permit upon submittal.
