About this file
This is a Questions and Answers amendment document for a combined synopsis/solicitation (RFQ 36C25927Q0024) issued by the Department of Veterans Affairs Network Contracting Office 19 for hazardous waste disposal services at VA Western Colorado Healthcare System in Grand Junction, Colorado. The amendment extends the offer due date to November 9, 2026, at 12:00 PM Mountain Time, with quotes to be submitted via email to heather.chase2@va.gov. The solicitation is 100% set-aside for Service Disabled Veteran Owned Small Business (SDVOSB), with a NAICS code of 562112 and a business size standard of $47 million.
The contract involves hazardous and non-hazardous pharmaceutical waste disposal services over a five-year period with annual funding obligations. Key services include: one-time annual pickup of approximately five pallets of expired pharmaceuticals from an emergency cache (CLIN 2001); quarterly pickups of facility-generated waste streams including sampling and analysis of unknown chemicals, fluorescent lamp bulbs (maximum 200 pounds quarterly), batteries (alkaline, nickel-cadmium, and non-recyclable lithium-ion), aerosols, and other hazardous materials (CLINs 2002-2004); and packaging, transportation, and disposal services. The facility is classified as a Very Small Quantity Generator (VSQG). The Q&A clarifies that the base year and option years will be reviewed annually but are intended for full five-year continuation, increased volumes beyond estimated quantities require contract modification, batteries must be circuit-protected per USDOT regulations, and the incumbent contractor was H&C Precision Logistics, LLC under award number 36C25925P1197. No firm-fixed pricing information is provided in this amendment document.

Amendment to a Previous Combined Solicitation
The purpose of this amendment is to:
1. Provide questions and corresponding answers.
2. Extending offer due date.
a. All offers are to be emailed to heather.chase2@va.gov and received no later than 12:00pm (noon) MT on November 9, 2026.
Questions and Answers below are referencing RFQ 36C25927Q0024:
Q. Can you clarify what is meant by 'Base Year' and 'Option Year' in regards to when the contract has begun? Does that mean VA Western Colorado Healthcare System will decide year by year whether they would like to continue?
A. The intent is to continue the contract for the full 5 years but funds are obligated one fiscal year at a time by the VHA. Each year there is a review process to ensure needs are met, but our intent would be to continue utilizing the product for a full 5 years.
Q. 'Funding available for the procurement' is often mentioned. Would it be possible to know how much funding is available for this procurement?
A. Funds are obligated each fiscal year to meet the specified amount within the contract. We have to validate each fiscal year that the funds are provided and available and are tied to our budget.
Q. We do not see a SF1449 for this. Is there one posted elsewhere? We normally complete that as part of a packet submission?
A. As this is a combined synopsis/solicitation, a signed SF1449 is not required.
Q. The initial cleanout references five, six, and seventeen pallets. Which quantity should we price, and are estimated weights available?
A. Asterisk item in Attachment a was erroneous and will not be part of the full contract years 5-6 pallets of original packaged pharmaceuticals, hazardous and non-hazardous that expire from our Nationally mandated emergency cache. Each year of the contract will be 5 pallets maximum to be picked up once a year coordinated by the COR to be picked up during normal quarterly pickups coordinated for Attachment B items.
Q. Should the one-time cleanout be priced in every option year? Please also confirm the dates for CLIN 2001?
A. CLIN 2001 will be a once yearly pickup that will be scheduled with the COR at the facility according to when they expire and coordinated during normal quarterly scheduled pickup for Attachment B items.
Q. Are additional pickups and increased waste volumes included in the quarterly price or paid separately?
A. No increased volumes or pickups other than what is listed in Attachments A and B.
Q. Should lamp quantities be 2,400 pounds annually or 200 pounds quarterly?
A. Maximum of 200 lbs quarterly, however, this may be lessoned due to conversion of lighting to LED’s. We will still have some fluorescent bulbs replaced periodically from other lighting systems. LED lights bulbs are recycled through a separate VA process for electronics.
Q. Attachment B lists nonpharmaceutical P-listed waste, but the narrative excludes it. Should we include it?
A. Yes, we may have other P-list wastes.
Q. The instructions and Attachment 3 reference different certificate versions. Which version of VAAR 852.219-75 should we submit?
A. Please see Attachment 3 – VA Notice of Limitations on Subcontracting.
Q. Could you please let us know if there is any possibility of reconsidering the current SDVOSB set-aside and opening the solicitation to unrestricted competition?
A. Unfortunately, at this time we are not able to open the solicitation to unrestricted competition.
Q. CLIN xxx1 call for one time removal of items in Attachment A of the SOW listing one (1) pallet of Hazardous pharmaceutical and for (4) pallets of nonhazardous pharmaceuticals.
0. Will that 100% be all the pallets contain, last time there was a lot of other items contained on the pallets? Pallets will only contain pharm waste. All other items will be disposed of through other means. Asterisk in attachment A is erroneous. There will be a maximum of 5 pallets that expire a year that need disposed of and will be in there original packaging and can be re-shrink wrapped at the facility if necessary.
0. What pictures of the pallets if any are available of the pallets? Pharmacy cache is a controlled area and I will have to get pictures when I can coordinate with the pharmacist in charge of the area.
0. Does the facility have an inventory of the items on the pallets since some HM items cannot be shipped together and would require multiple manifest line items for disposal (i.e. flammables, corrosives, aerosol, and oxidizers) since the last time the pallets were mixed and only after complete teardown was this discovered that the pallets hade multiple hazardous classes and required re-profiling at the TSDF. See attached.
0. The last line of Attachment A states “* This material is still in its original packaging and is loaded on 17 pallets (4' x 4')” Is there 17 pallets or 5 pallets? Erroneous asterisk item. Maximum of 5 pallets for one time pickup each year.
Q. CLIN xxx2-xxx4 calls for quantities listed does this include the annual shipment of expired pallets of pharmaceuticals and facility generated waste?
A.No, CLIN xxx2-xxx4 are our normal waste stream for the facility each quarter. CLIN xxx1 is specifically for palletized pharmaceuticals. Most of our non-haz pharm waste is disposed of through our RMW contract.
Q. What is the purpose of CLIN xxx2-xxx4 Can this not be combined into one single CLIN line as Packaging, transportation and disposal of the quantities listed in Attachment B all these items fall hand in hand and are also done each quarter for pick up.
A. Yes, it could. Utilized an assistant to get the package together and continued with what was done from a previous VISN wide CLIN breakout.
Q. Is the facility listed as a VSQG or a SQG for generation.
A. VSQG
Q. Can you post the site visit sign in sheet for transparency.
A. Sign roster is for contracted vendors to sign out a temp badge for while they are operating on the facility to show they are authorized to be working on the facility.
Q. Who is the incumbent and award number for the previous solicitation?
A. The previous contract was awarded to H&C Precision Logistics, LLC under 36C25925P1197.
Q. The estimated annual / quarterly quantities are these accurate, what is the recourse if these quantities are exceeded by more than 10%?
A. Annual quantities should be fairly accurate and should not go beyond the 10% allowance. If there is a situation that we didn’t plan for then it will need a modification.
Q. Does the facility have analytical data on both the hazardous and the nonhazardous waste for waste classification and determination?
A. Unfortunately, no.
Q. CLIN xxx2 calls for Sampling, analysis. What sampling is the facility intending to be done here Occasionally we still run across chemical left behind in mechanical rooms or other areas that are not labeled and may need testing, as listed below done to ensure proper disposal of the items.
a. Quantity of analytical samples to be taken annually Unknown, need done as needed according to possible chemicals found.
b. EPA methods needed to be run (i.e. TCLP, RCI. TPH, BTEX., MTBE, Cyanides etc.)
Q. Does the facility have any Compressed gas cylinders since one line items calls out Aerosols, that would be like small spray cans or inhalers, not propane or calibration gas cylinders.
A. Normal aerosol cans, i.e. some pharmaceutical sprays, cooking sprays and inhalers. Calibration cylinders are handled locally by Air Gas for us. Used propane cylinders may be in the system.
Q. Attachment B lists Batteries, what is the type of battery to be shipped?
a. Are batteries circuit protected? No, we attempt to circuit protect by having users tape leads, however, most end up not being done. More training aspects
b. What is the chemical makeup of the batteries (NimH, Li-Ion, Li-primary, NiCd etc.) This makes a very large impact on cost. Alkaline, NiCd, Purple Li-Ion that recycling will not take. No lead acid batteries, they are recycled locally along with standard Li-Ion batteries.
c. Are batteries sorted by chemical composition. Yes, we are separating them out.
d. Is the contractor responsible for circuit protecting batteries as part of CLIN xxx2 (waste packaging, labor) Since all batteries shipped per USDOT regulation must be circuit protected and made safe for storage and transport and each has a separate shipping name under USDOT
e. If new or additional types of batteries are present at time of shipment is the vendor required to remove them or would the vendor be allowed to leave them as not part of the contract? We are separating them out for the specific types. There may however be occasionally missed intermingling.
All offers are to be emailed to heather.chase2@va.gov and received no later than 12:00pm (noon) MT on November 9, 2026.
