About this file
This is an Amendment to a Previous Combined Solicitation for off-site veteran lodging services at the Salt Lake City VA Medical Center. The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network 19 is seeking a contractor to act as a broker locating and arranging hotel lodging for veterans, with the solicitation number 36C25926R0025 issued by the Network Contracting Office 19 in Greenwood Village, Colorado. The response deadline is February 10, 2026 at 2:00 PM Mountain Time. The contract is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBC), with a Product Service Code of V231 and NAICS Code 561599. The place of performance is Salt Lake City, Utah (84148 postal code), with an anticipated period of performance start date of April 1, 2026. The contracting officer is Danielle Kramer, and the point of contact can be reached at danielle.kramer@va.gov or 303-712-5725.
The contractor must provide hotel lodging and shuttle service to and from the VA Medical Center and airport, with rooms requiring two permanent beds to accommodate caregivers. Pricing must be all-inclusive of all Statement of Work requirements, and the contractor is responsible for directly paying lodging facilities with invoices submitted within the first 10 days of the following month for payment in arrears. While a single hotel is preferred throughout the contract life, multiple hotels may be utilized if necessary. The incumbent contractor is BLUEWATER MANAGEMENT GROUP LLC operating under BPA 36C25920A0018. Hotels do not need to be SDVOSB certified to comply with the Limitation of Subcontracting clause, and hotel past performance cannot substitute for the contractor's past performance evaluation. Tax-exemption certificates will only be provided post-award, and no additional questions will be answered after the February 10, 2026 deadline.

SLC Off-Site Veteran Lodging
Questions and Answers
Question 1: Under “Description of Requirements for the items/Services to be acquired” it states that the Contractor is to act as a broker locating hotel lodging. My question is if the Contractor is acting as the broker and is SDVOSB certified, does the hotel have to SDVOSB as well? If the hotel is not SDVOSB certified then do they fall under the “Limitation of Subcontracting” rules and can only be paid no more than 50% of the amount paid by the government?
Government Response: No, the hotel utilized does not have to be a SDVOSB to be in compliance with the Limitation of Subcontracting (LOS) clause.
Question 2: The solicitation states in 6.B. "Shuttle service to and from the VA Medical Center and Airport is required. ADA compliant if required". Can you provide any more detailed needs for the shuttle service? Times required available? How often service is expected per day? these types of details to assist in negotiating with lodging and transportation contractors.
Government Response: Additional details cannot be provided upfront, as every Veteran has different needs. Details will be provided when the reservation for each Veteran is made.
Question 3: We see the titles and quantities are different, but locations and dates are the same. I want to inquire if these are the same contract or separate contract opportunities?
Government Response: 36C25926R0024 and 36C25926R0025 both support the SLCVAMC but have different requirements.
Question 4: If the contractor does not have past performance that is "similar in nature of work, size, magnitude, complexity, and scope of this procurement”, can past performance of the hotel/lodging facilities be used for evaluation purposes?
Government Response: No, the hotel/lodging facilities past performance can not be utilized in place of the Contractors as the hotel/lodging facilities are not completing all the requirements of the statement of work. The hotel/lodging facilities may change throughout the life of the contract but the awardee of the contract will not.
Question 5: Is there an incumbent? If so, what is their name and the contract number? Is the Statement of Work the same size and scope?
Government Response: Services are currently being performed under BPA 36C25920A0018 awarded to BLUEWATER MANAGEMENT GROUP LLC. Requirements are not materially different than prior requirement.
Question 6: How soon after the deadline for submission will the contract be awarded?
Government Response: This is unknown as it is not possible to determine how long it will take to complete the evaluation of all quotes received. The award is anticipated to be made prior to the period of performance start date 04-01-2026 listed in the combined synopsis solicitation.
Question 7: Will a Tax Exemption Certificate be issued?
Government Response: Tax-exemption forms can only be provided after the award is made.
Question 8: Can more than one hotel be used to provide lodging?
Government Response: It is preferred that the same hotel is utilized throughout the life of the contract but there may be scenarios that arise that may requirement more than one hotel to be utilized.
Question 9: Should CLIN 001 and CLIN 0002 be at the same location?
Government Response: It is preferred that the same hotel is utilized for both line items.
Question 10: In the Statement of Work , paragraph 2.H states: ‘Rooms should have two beds to accommodate a care giver as needed.’ Please confirm whether a pull-out sofa bed may be counted as the second bed to meet this requirement, or whether the VA requires two permanent, standard beds in the room.
Government Response: Pull-out Sofa bed does not meet the requirement of the statement of work.
Question 11: To ensure our proposal is fully responsive, and considering properties that do not have multi-use shuttle services, could you please advise if transportation is acceptable if shown as a separate line item? Any additional guidance on how transportation should be reflected in the proposal pricing would be appreciated.
Government Response: Pricing is all inclusive of all requirements of the statement of work (SOW).
Question 12: Will VA pay lodging providers(hotels) by direct bill / CBA, or is the prime expected to pay hotels and invoice VA?
Government Response: The Contractor is responsible for paying /lodging facilities. Pricing is all inclusive of all requirements of the statement of work (SOW). Invoices will be submitted within the first 10 days of the following month and paid in arrears.
Dates listed in Section I and XIV are hereby updated to no later than 16:00pm MT, February 10, 2026.
No additional Questions will be answered.
