About this file
This file is an Amendment to a Previous Combined Solicitation providing questions and answers for RFQ-36C25926Q0797 issued by the Department of Veterans Affairs Network Contracting Office 19 for the Jack C. Montgomery VAMC in Muskogee, Oklahoma. The RFQ seeks one rapid Antimicrobial Susceptibility Testing (AST) instrument for bloodstream infections with a base contract plus four option years. The solicitation is for commercial products under FAR Part 12, with NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) and a 1,000-employee small business size standard. The product service code is 6515. Quotes must be submitted via email only to Ernest.Appiah@va.gov by September 9, 2026, at 4:00 PM Mountain Time, with equipment delivery expected within 30 days of award.
The amendment addresses vendor questions regarding facility requirements and specifications. The facility anticipates testing approximately 280 Gram-negative bloodstream infection specimens annually, with interest in Gram-positive susceptibility testing capability as well. The system must support 24/7 operations and accommodate training for approximately 25 microbiologists and laboratory personnel across multiple shifts using both direct training and train-the-trainer approaches. Vendors must include all costs in quotations, including interface and integration expenses, as the system requires connectivity to the facility's VISTA LIS and Instrument Manager middleware platform. Vendors must also meet VA cybersecurity and Office of OIT Authority to Operate (ATO) requirements. The VA expects vendors to provide all materials and technical support for system validation using a combination of prospective clinical and reference specimens, with implementation as quickly as possible following award.

Answer: Approximately 28
1. Is the VA looking specifically for a rapid AST system for Gram-negative bloodstream infections, or would there be value in a multi-use platform capable of supporting additional testing applications, such as rapid fungal/yeast susceptibility testing?
Answer: Would be interested in Gram positive susceptibility for Gram-positive bloodstream infections not fungal/yeast.
1. If fungal/yeast susceptibility testing would be of interest, could you please provide the approximate annual volume of fungal/yeast isolates that could potentially be tested?
Answer: N/A
1. Does the VA anticipate testing all eligible Gram-negative positive blood cultures using the rapid AST system, or are there specific clinical or laboratory inclusion/exclusion criteria that should be considered when estimating annual test utilization?
Answer: We do anticipate testing all eligible Gram-Negative positive blood cultures using the rapid AST system.
1. Approximately how many microbiologists or other laboratory personnel would need to be trained and qualified to operate the system?
Answer: Approximately 25.

1. Does the facility anticipate operating the rapid AST system 24 hours per day, seven days per week, or primarily during designated microbiology laboratory hours?
Answer: 24/7
1. Are there any facility-specific requirements that must be completed prior to installation, such as Biomedical Engineering review, electrical certification, cybersecurity approval, network approval, or other technical assessments?
Answer: Yes.
1. Does the facility have an anticipated validation protocol or minimum number of specimens required for validation prior to clinical go-live?
Answer: Yes
1. Does the VA expect the vendor to provide the materials and technical support necessary to complete the validation?
Answer: Yes
1. Does the facility anticipate using prospective clinical specimens, contrived/reference specimens, or a combination of both to complete the validation?
Answer: Yes
1. Is there a targeted timeframe in which the VA would like validation completed and the system transitioned to routine clinical use?
Answer: Yes, as quickly as possible
1. Is connectivity to the VA's LIS and/or middleware required as part of the initial implementation?
Answer: Yes
1. If an interface is required, what LIS and middleware platforms are currently utilized by the facility?
